The Opportunity

At the Connecticut Lottery Corporation (CLC), strong financial stewardship is essential to sustaining our mission and supporting innovation across both traditional and emerging gaming channels. As we continue to modernize our operations and strengthen our financial foundation, we are seeking an experienced and forward-thinking Director of Finance to help lead this transformation.

This role offers an exciting opportunity to guide a high-impact Finance Department, build the organization's financial capabilities, and ensure that CLC's resources are managed with transparency, accuracy, and long-term strategic alignment. Reporting directly to the Chief Financial Officer, the Director of Finance serves as a key member of the Finance leadership team'translating financial strategy into execution, elevating critical issues, and strengthening the systems and processes that support one of Connecticut's most impactful public organizations.

With responsibility for financial reporting, budgeting, analysis, internal controls, and audit coordination, the Director plays a central role in advancing operational efficiency, modernizing financial practices, and developing a strong and resilient Finance team. The ideal candidate will bring a blend of technical expertise, leadership experience, and a continuous-improvement mindset to help guide CLC's financial operations into the future.

Work Environment

This is a primarily onsite role based at our headquarters in Wallingford, Connecticut. We believe our best ideas come from working together, and our leaders are highly engaged with their teams. At the same time, we recognize the value of flexibility and support a work environment that includes limited remote work when business needs allow.

KEY DUTIES AND RESPONSIBILITIES
  • Provide day-to-day leadership and direction for the Finance Department and Finance Managers.
  • Oversee accounting operations, financial reporting, budgeting, forecasting, financial analysis, and internal controls, ensuring timely, accurate, and effective execution.
  • Serve as a senior resource for complex accounting and financial matters and provide recommendations to the CFO and executive leadership.
  • Lead the development, implementation, and continuous improvement of financial policies, procedures, controls, and processes.
  • Serve as the Finance business owner for CLC's ERP and financial systems, including future implementation phases, system enhancements, process optimization, reporting, and staff training.
  • Partner with Information Technology and external vendors to ensure the financial system continues to meet CLC's business , reporting, control, and operational needs.
  • Oversee and coordinate external audits and other financial reviews, ensuring timely preparation, responsiveness, and resolution of findings or recommendations.
  • Monitor financial performance and provide meaningful analysis insights, and recommendations to support management decision-making.
  • Identify and lead opportunities to improve efficiency, automate processes, standardize workflows, strengthen controls, and enhance financial reporting.
  • Develop the Finance Managers as leaders by establishing clear accountabilities, strengthening management capabilities, promoting appropriate delegation, and supporting professional development.
  • Provide professional leadership and development support to Finance staff through the Finance Managers and foster a culture of accountability, collaboration, continuous improvement, and service.
  • Establish cross-training, documentation, and succession practices to strengthen continuity of critical financial functions and organizational depth.
  • Serve as a key Finance representative on cross-functional projects and organizational initiatives and ensure Finance requirements and impacts are effectively addressed.
  • Assume leadership responsibility for Finance Department operations in the CFO's absence, as designated.

KNOWLEDGE, SKILLS AND ABILITIES

Qualified candidates must possess a Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, or a related field.

In addition, you should possess at least eight (8) years of progressively responsible experience in accounting, finance, financial management, or a related field, including significant experience in financial reporting, budgeting, forecasting, internal controls, and financial systems.

At least three (3) years of demonstrated experience managing or leading professional-level finance or accounting staff, including responsibility for developing managers or supervisors, is required.

PREFERRED QUALIFICATIONS
  • Master's degree in Accounting, Finance, Business Administration, Business Analytics, or a related field.
  • CPA certification.
  • Experience with ERP implementation, optimization, or financial system transformation.
  • Experience in a governmental, quasi-public, lottery, gaming, regulated, or similarly complex environment.
  • Experience leading process improvement and organizational change initiatives.
  • Experience developing staff and succession plans.
