JOB TITLE: DIRECTOR OF FACILITIES

FLSA: EXEMPT

DIVISION: SERVICES

LOCATION: YONKERS, NY

SALARY: $110,000 - $130,000

SUMMARY:Responsible for the supervision of Facilities staff, as well as the operations and maintenance of all Westhab properties outside of New York City. Oversees the development and implementation of Facilities Department policies, procedures, and maintenance schedules, and administers capital improvement projects.

Supervises all Facilities staff and oversees all facilities-related work. Establishes performance and operational standards for all superintendents, mechanics, custodial staff, vendors, and contractors working at Westhab-owned, managed, or leased facilities outside of New York City

Serves as a member of the senior management team and reports to the AVP of Facilities. Proof of COVID-19 vaccination is required.

DUTIES AND RESPONSIBILITIES:

  • Oversees the Facilities Department, ensuring the efficient utilization of staff, contractors, and resources while maintaining high standards of workmanship and quality control. Creates detailed work plans, schedules, and budgets, and monitors outcomes to ensure timely and effective execution of all facilities-related work.
  • Ensures that conditions and operations at all assigned facilities and buildings remain in compliance with all Westhab and funder standards, local laws, safety and fire codes, insurance requirements, and applicable programmatic requirements.
  • Develops capital needs assessments for assigned owned and managed buildings. Incorporates repair, maintenance, and capital needs into annual work plans and oversees project execution, including preparation of scopes of work, bid solicitation and analysis, contract management, and final inspection/approval.
  • Develops and manages cleaning, repair, and maintenance regimens, including comprehensive preventive maintenance programs. Ensures the proper operation, troubleshooting, and maintenance of all building systems and equipment, with a strong focus on reliability, energy efficiency, and curb appeal across the assigned portfolio.
  • Develops and implements emergency procedures, including 24-hour emergency response protocols. Manages and/or responds to facilities emergencies on a 24/7 basis as needed, applying sound technical judgment and effective decision-making under pressure.
  • Works collaboratively with the Services Division and Property Management to optimize service delivery across assigned facilities, and with the Development Division on the planning, design, and construction of new projects. Communicates effectively across departments to ensure alignment and execution.
  • Monitors and controls expenses, approves POs and invoices, and provides detailed input for budgeting and financial planning related to the assigned portfolio.
  • Manages Work Order System(s) to ensure timely, accurate, and well-documented work orders. Tracks repair history, maintenance trends, and performance metrics to support operational efficiency and informed decision-making.
  • Performs regular property inspections and oversees Housing Quality Standards (HQS) inspections of apartments within the assigned portfolio. Identifies deficiencies, prioritizes corrective actions, and ensures timely resolution.
  • Oversees the supervision, training, development, evaluation, and disciplinary action of assigned facilities staff. Establishes clear performance expectations, accountability, and professional standards across the department.
  • Manages warehouse operations and maintains organized inventory systems with stock levels adequate to support efficient operations at all times. Ensures materials, tools, and equipment are properly tracked and readily available.
  • Maintains a safe environment for staff and residents and participates in Westhab's safety committee. Promotes a culture of safety, compliance, and operational excellence.
  • Responsible for the maintenance, inspection, and repair coordination of Westhab's fleet of vehicles, as assigned.
  • Performs other duties as required.


EDUCATION AND EXPERIENCE REQUIRED:Bachelor's degree preferred and/or 10 years of progressively responsible supervisory experience managing facilities operations in a large residential, institutional, or commercial setting. Strong technical and mechanical aptitude required, with significant, in-depth knowledge of building systems, rehabilitation work, and trade practices sufficient to troubleshoot complex issues, establish operational standards, and train and mentor staff.

Must be highly organized and capable of managing multiple priorities, projects, and emergency situations across a portfolio of properties while maintaining strong attention to detail and follow-through. Experience with computerized work order, preventive maintenance, and inventory management systems, as well as proficiency in Microsoft Office, required.

HVAC, sprinkler, and/or other major building system or trade certifications preferred. Excellent verbal and written communication skills required, with the ability to communicate effectively with staff, vendors, contractors, leadership, and external stakeholders. Must possess a valid driver's license and have access to a reliable vehicle.
