Overview
The Director of Facilities oversees the Facilities Department, which includes Physical Maintenance, Mechanical Maintenance, Grounds, and building projects. The principal function is the effective management of the College's buildings, as achieved through the oversight of the operational, financial, and personnel activities of the Facilities Department.

Duties & Responsibilities
Facilities Leadership

  • Provide leadership and supervision for assigned staff, including recruitment, evaluation, and professional development.
  • Develop strategies and provide leadership for the improvement and growth of the facilities division through establishing appropriate procedures that promote a strong service orientation to students, faculty, staff and community groups.
  • Manage personnel, finances, and equipment in the development and implementation of programs, policies and procedures related to the construction, maintenance, remodeling and repair of campus buildings, repair and operation of utility systems and other infrastructure.
  • Utilize knowledge of technical concepts, methods, hardware and procedures in implementing, directing, and monitoring Facilities programs. Prepare progress reports for submission to the Associate Vice President of Campus Operations as requested.
  • In cooperation with the Associate Vice President of Campus Operations, develop recommendations for the College's biennial capital budget program, and manage the program throughout the process of development, approval and implementation.
  • Assist in preparing the annual state appropriations request for maintenance and repair of existing College buildings and facilities by developing data from facility audits that identify and prioritize repairs and renovations consistent with the campus master plan, and identifying capital renewal projects which support the campus master plan.
  • Prepare and monitor the annual Facilities Department and Capital Fund budgets.
  • Develop an effective and efficient staff by hiring qualified applicants, training personnel to departmental standards, assigning work appropriate to employees' capabilities, and evaluating performance.
  • Adhere to all policies, laws, and applicable Collective Bargaining Agreements regarding employee working conditions.


Budget and Compliance

  • Contribute to the development and accomplishment of an effective energy conservation program and sustainability practices.
  • Prepare and manage insurance documentation, risk management protocols, and claims processes in collaboration with College Financial Services.
  • Ensure compliance with federal and state health, life safety, and building codes.

Project Management

  • Ensure that the conditions of plans and specifications for assigned demolition, construction, and renovation projects are met by contractors by overseeing and observing the progress of projects, interpreting plans and specifications, and recommending change orders.
  • Oversee project management for minor works projects, special work orders, and renovations, ensuring timelines and progress are effectively monitored.
  • Support campus operations by providing project support for capital and technological improvements, collaborating with relevant stakeholders to ensure success.
  • Conduct walk-throughs, site inspections, and progress monitoring to ensure compliance with project plans and College policies.
  • Facilitate development of an overall plan for routine and periodic maintenance, repairs and renovations of College buildings and facilities by analyzing data from facilities audits, understanding the impact of repairs and/or renovations on existing mechanical, electrical, structural and related systems, and recommending appropriate priorities for repairs and renovations.


General Duties

  • Support departmental, divisional, and campus-wide operations by ensuring the effective management and delivery of services in alignment with College goals and objectives.

Perform other duties as assigned to enhance departmental operations and address the evolving needs of the campus, including participating in cross-functional initiatives and special projects.
Qualifications
Required Education and Experience:

  • Bachelor's degree in a relevant field, such as Management, Business Administration, Engineering, or Architecture (or equivalent experience)
  • Five (5) years of experience in facilities management, demonstrating increasing scope and responsibility over time
  • Ability to obtain OSHA 10 certification within 90 days of hire


Required Knowledge, Skills, and Abilities:

  • Understanding of project management, capital projects, and facilities functions and services
  • Demonstrated management skills, particularly problem-solving, decision-making, and organization
  • Strong supervisory skills, including oral and written communication, personnel management, and training
  • Experience with financial management including budgeting, forecasting, and projections
  • Knowledge of facilities planning; design and construction; facilities maintenance management; utilities operation and management
  • Proficiency with computers and digital technology, particularly in the use of work order systems, word processing and communication software


Preferred

  • Experience in managing facilities within a higher education institution
  • Project Management Professional (PMP) or similar relevant certification

Terms of Employment

  • Full-time position, Monday through Friday, twelve (12) months per year.
  • FLSA Exempt employee with a year-to-year contract.
  • Position is subject to Everett Community College policies and procedures.
  • Performance will be evaluated annually.
