JOB DESCRIPTION: The Director of Employee Benefits and Compliance being directly responsible to the Executive Director of Employee Services is charged with efficient and effective supervision and implementation of the employee, self-funded and supplemental benefits programs of Utica Community Schools.

SALARY: $99,961 to $134,053
QUALIFICATIONS:
• Bachelor's Degree in Human Resources, Labor Relations, Administration, or related field.
• A minimum of five (5) years successful human resources or related experience.
• Ability to work effectively with various employee groups.
• Strong interpersonal and communication skills.
• Understanding of technology and its application to the human resources function of a public school district.
• Experience in collective bargaining, labor contract management and interpretation.
• Experience in supervising and evaluating employees.
• Knowledge of changes and challenges of state and national policy and legislation regarding benefits and payroll, including Patient Protection and Affordable Care Act.
RESPONSIBILITIES:
• Plan, execute, and communicate the annual Open Enrollment process end-to-end, including plan design review, platform configuration, employee education, and enrollment processing.
• Oversee the day-to-day administration of comprehensive health, dental, vision, life, wellness, and fringe benefit programs.
• Manage retirement plans (401k, 403b, pension systems, and PERA), ensuring timely contributions, annual testing, and audit compliance.
• Serve as the primary liaison to insurance carriers, TPAs, brokers, and consultants; evaluate carrier performance, negotiate plan renewals, and ensure SLA compliance.
• Oversee the intake, track, and process requests for Family and Medical Leave (FMLA), personal leaves, and medical leaves in strict compliance with federal and state laws.
• Manage Short-Term Disability (STD) and Long-Term Disability (LTD) claims processing in coordination with third-party administrators and internal payroll teams.
• Lead the interactive process under the Americans with Disabilities Act (ADA) to evaluate and implement reasonable workplace accommodations.
• Oversee and file all required Federal and State statutory reports, including ACA (1095-C/1094-C), non-discrimination testing, and state-specific benefit disclosures.
• Direct the Workers' Compensation program, managing claim filings, return-to-work programs, OSHA reporting, and injury prevention initiatives.
• Oversee unemployment insurance claim processing, appeals, and hearing representations to control organizational cost exposure.
• Monitor and enforce compliance across ERISA, COBRA, HIPAA, FLSA, ACA, and evolving federal/state labor regulations.
• Receive, process, and track Freedom of Information Act (FOIA) and public records requests as relates to Employee Services.
• Manage Public Employees Retirement Association (PERA) reporting, employee eligibility determinations, deductions, and state retirement system communications.
• Support with Title IX compliance, ensuring institutional adherence to sex-based anti-discrimination standards.
