Job Overview

The Director of Education Operations provides strategic leadership and operational oversight for Chugach Government Solutions' portfolio of Job Corps Centers. This role is responsible for driving program performance, operational consistency, contractual and regulatory compliance, student outcomes, and strong customer relationships across the Job Corps portfolio.

The Director leads and supports Center Directors, partners closely with corporate and operational support functions, and serves as a key liaison with U.S. Department of Labor (DOL) stakeholders. This position also plays an integral role in business growth, contract transitions, recompetes, and the successful integration of additional Job Corps Centers as the portfolio expands.

Responsibilities

Essential Job Duties:
  • Portfolio Leadership: Provide strategic and operational leadership across the Job Corps portfolio, ensuring consistent execution, strong performance, and alignment with organizational and contractual objectives.
  • Center Director Leadership: Lead, coach, and support Center Directors by establishing clear performance expectations, promoting accountability, and providing guidance to address operational challenges and opportunities.
  • Program Performance: Monitor center and portfolio performance, identify risks, trends, and opportunities, and drive improvement strategies related to student outcomes, operational effectiveness, and contract performance in alignment with the Department of Labor center directives.
  • Budget and Financial Oversight: Provide oversight and support for budgeting, cost management, and effective resource allocation across Job Corps contracts in order to meet the annual financial performance goals.
  • Compliance and Risk Management: Ensure center operations comply with Job Corps requirements, applicable state and federal regulations, contractual obligations, and company policies and procedures.
  • Customer and Stakeholder Relations: Build and maintain strong, collaborative relationships with Job Corps Regional Directors, Contracting Officer's Representatives (CORs), and other Department of Labor and government stakeholders. Maintain additional collaborative relationships with other Job Corps Operators and regularly participate in industry organizations such as NJCA.
  • Student Success: Champion strategies and initiatives designed to improve student retention, academic achievement, career readiness, completion, placement, and other key student outcomes.
  • Cross-Functional Collaboration: Partner with Human Resources, Finance, Contracts, Business Development, Legal, Safety, and other corporate support functions to strengthen center operations and resolve complex business and operational issues.
  • Growth and Transitions: Support Job Corps proposals and recompetes, new contract transitions, and the integration and stabilization of new centers within the portfolio.
  • Continuous Improvement: Promote operational consistency, shared resources, best practices, process improvements, and efficiencies across the Job Corps portfolio.
  • Supervisory Responsibilities: Directly supervise Job Corps Center Directors and may supervise additional portfolio-level support personnel.

Job Requirements

Mandatory:
  • Bachelor's degree in Education, Business Administration, Public Administration, or a related field.
  • Minimum of five (5) years of progressive leadership experience working in or supporting Job Corps Center operations.
  • Minimum of two (2) years of direct Job Corps leadership experience at the Center Director level or in a comparable center-level leadership role.
  • Demonstrated ability to manage progressive disciplinary actions through personnel management plans.
  • Strong knowledge of Job Corps program requirements, performance expectations, policies, and applicable federal requirements.
  • Demonstrated experience leading senior managers and/or geographically dispersed teams.
  • Experience with budget management, financial oversight, and resource allocation.
  • Demonstrated ability to assess program performance, identify operational risks, and implement effective improvement strategies.
  • Strong leadership, communication, collaboration, and stakeholder management skills.
  • Ability to develop and maintain effective relationships with government customers and internal business partners.
  • Ability to travel up to 50%.

Preferred:
  • Master's degree in Education, Business Administration, Public Administration, or a related field.
  • Significant leadership experience within Job Corps operations, including responsibility for center-level performance and outcomes.
  • Experience working directly with U.S. Department of Labor and Job Corps stakeholders.
  • Experience with Firm Fixed Price contracts and federal government contracting, including contract performance and compliance.
  • Experience supporting proposals, recompetes, contract transitions, and/or the integration of new Job Corps Centers.
