Full Job Description
The NYC Early Intervention Program serves children ages birth to three years with developmental delays and disabilities. The EI Systems Unit supports service authorization, delivery and payment by troubleshooting case management system issues, facilitating service authorizations, and ensuring payment to vendors. Position Summary: Reporting to the Director of Administration and Data, the Director of EI Systems will oversee a unit of approximately 18 people that has two primary responsibilities: acting as a Help Desk for staff and providers in troubleshooting case problems in the EI Hub, the NYS DOH BEI online case management system; and authorizing, paying, and claiming for services. The Director will be an experienced manager of large teams who is able to develop and maintain morale, structure and accountability. The Director will have a professional, collaborative approach that balances achievement of unit goals with support to unit staff. The Director will develop a deep knowledge of the EI Hub, and familiarity with NYC fiscal processes; support three supervisors and a team in their work and growth; and cultivate a customer service attitude in working with internal and external stakeholders. Job Duties and Responsibilities: -Oversee three supervisors in the EI Hub Help Desk and the Transportation/Respite units -Support a cohesive team, and support unit morale and staff work and growth, including both long-standing staff and new hires -Develop and implement policies, procedures, timelines, supervision and quality assurance to ensure efficiency, accuracy, timeliness and productivity -Collaborate with supervisors and staff in researching and resolving EI Hub case issues -Communicate with EI staff at other sites, NYS DOH BEI, and the EI Hub vendor regarding issues -Ensure that bus and respite services are authorized, paid and claimed timely and accurately -Monitor reports, processes and productivity; identify and test quality improvements -Facilitate open communication with other units and stakeholders -Collaborate with other units and Bureaus on additional projects such as analyses, audits, and communications with stakeholders Preferred Skills: -Demonstrated managerial skills and experience, particularly in team-building and supporting staff performance and development, preferably in an NYC government environment -Strong organizational, documentation, and reporting skills -Ability to analyze work processes, and develop and implement improvements and efficiencies -Demonstrated ability to supervise multiple workstreams dealing with a wide range of issues, timelines and subject matter at once -Excellent customer service skills for working with internal and external staff and stakeholders -Experience working with complex computer applications, for case management or analogous purposes -Understanding of basic fiscal processes for government procurement and payment -Experience with NYC fiscal systems (PAYRS, FMS, ConTrak, PassPort) or analogous fiscal management/payment systems is a plus -Ability to lead staff in collaborative problem-solving and conflict resolution -Familiarity with social/medical service authorization and billing is a plus -Benefits: City employees are entitled to unmatched benefits such as: oa premium-free health insurance plan that saves employees over $10K annually, per a 2024 assessment. oadditional health, fitness, and financial benefits may be available based on the position's associated union/benefit fund. oa public sector defined benefit pension plan with steady monthly payments in retirement. oa tax-deferred savings program and oa robust Worksite Wellness Program that offers resources and opportunities to keep you healthy while serving New Yorkers. -Work From Home Policy: Depending on your position, you may be able to work up to two days during the week from home. -Job Security - you could enjoy more job security compared to private sector employment and be able to contribute to making NYC a healthy place to live and work. HEALTH SERVICES MANAGER NON MA - 1006D Qualifications 1. A baccalaureate degree from an accredited college and five years of full-time professional satisfactory experience acquired within the last fifteen years, in a health services setting such as a laboratory, hospital, or other patient care facility, or in a public health, environmental health, or mental hygiene program, at least 18 months of which must have been in a managerial capacity, consisting of managerial experience clearly demonstrating the ability to perform difficult and responsible managerial work, requiring independent decision-making concerning program management, planning, allocation of resources, and the scheduling and assignment of work. 2. Education and/or experience equivalent to "1" above. Education may be substituted for experience on the basis that each 30 graduate semester credits from an accredited college in hospital administration, public health, public administration, business administration, management or administration can be substituted for one year of non-managerial experience up to a maximum of 60 semester credits for two years. However, all candidates must have a minimum of a baccalaureate degree and 18 months of managerial experience as described in "1" above.
