The salary reflected represents the base pay for this position and does not include any differential for time-of-service pay for state tenure.

We are recruiting to fill the position of Court Business Services Division Director. The division director is responsible for development and implementation of policies and objectives in collaboration with the other members of the Office of State Courts Administrator's executive team, and the leadership and management of the court business services division.

Responsibilities - What you'll do

This is a highly responsible administrative and planning position, which plans, assigns, coordinates and directs the work of the Division of Court Business Services personnel, which is approximately 100 employees. The division director is tasked with managing all of the business and functional support needs of the state courts including oversight of the court business services budget. Primary responsibilities include management of seven sections: accounting and court review services; civil and criminal services; municipal and traffic services; court programs; judicial education; jury, probate, video conferencing and judicial resources; and treatment court, behavioral health and pretrial services.

Duties within the court business services division include, but are not limited to, primary functional support of the state court operated case management system; maintenance and implementation of Supreme Court rules in areas of uniform recordkeeping, effective court management methods and systems; administration of jury management systems; accounting assistance to the courts; central transcribing; help desk requests; municipal court assistance; business support of data sharing efforts with other government entities; primary support for the needs of juvenile, family and treatment courts; oversight of pretrial and all judicial branch education. Work involves assembling information concerning the current state of the dockets of the courts and preparing reports of the business of the courts; analyzing and proposing solutions to administrative problems; and working with vendors to conduct workload studies for clerical, juvenile officers, judicial, and treatment court staffing and develop and update staffing guidelines under the direction of the Circuit Court Budget Committee. This position also oversees the coordination of judicial education training which includes directing course development and program delivery for judicial education programs of trial colleges, new judges and circuit clerk training, court clerk training, juvenile officer training, and specialized programs for judges in substantive law areas; and plans and directs the development and updating of judicial resources for circuit, division and probate clerks including the review of new legislation, records management and retention, accounting practices, case processing procedures, and other administrative practices and procedures.

The position provides direct supervision to seven senior managers and one administrative assistant, and oversees a staff of approximately 100 employees engaged in providing a variety of services to the state courts. In addition, this position serves as staff member to various committees of the Supreme Court and makes recommendations, provides technical assistance and implements directives of these committees; is involved in numerous projects for the judiciary which involve working with other state agencies and outside vendors to increase efficiencies within the courts and OSCA; may be required to attend hearings at the Capitol and assist with fiscal notes; and frequently communicates with judges, clerks, and members of the public.

Minimum qualifications

Bachelor's degree in public or business administration or related field and six years of progressively responsible experience in professional administration preferably with the judicial branch of government, including two years in a supervisory or administrative capacity; or Master's degree in public, business, or court administration may substitute for two years of the required experience.

Additional experience above the minimum stated may be substituted on a year for year basis for the required education.
