Director of Construction and Engineering

Department: Development
Reports To: Deputy Chief Executive Officer for Growth & Development

Position Summary

The Director of Construction and Engineering provides strategic and operational leadership for the design, construction, renovation, and maintenance of WeGo's infrastructure and transit facilities. This role oversees engineering and construction activities supporting maintenance garages, transit centers, passenger amenities, bus stops, and right-of-way improvements.

This position is responsible for managing infrastructure and facility projects that are not classified as major capital projects (e.g., BRT corridors or large-scale expansions). The focus is on delivering high-quality, code-compliant, cost-effective engineering and construction solutions that sustain and enhance WeGo's transit system.

Key Responsibilities
  • Lead delivery of non-major capital engineering and construction projects including bus stop enhancements, facility renovations, site improvements, and small-to-medium capital upgrades.
  • Oversee in-house engineering/construction staff and manage external contractors and consultants.
  • Provide supervision, performance management, staff development, and discipline in accordance with DTO policies.
  • Coordinate construction efforts across internal departments (Operations, Maintenance, Safety, Administration, Planning).
  • Ensure compliance with applicable building codes, safety standards, environmental regulations, and agency guidelines.
  • Review and approve engineering designs, specifications, and contractor submittals.
  • Implement quality assurance procedures and contractor performance management systems.
  • Track project cost, schedule, and quality performance; prepare progress reports.
  • Maintain construction documentation including as-built drawings, inspection records, and compliance documentation.
  • Support procurement processes, including scope development and evaluation of engineering/construction proposals.
  • Coordinate with Metro departments, utilities, TDOT, and other agencies for work within public rights-of-way.
  • Serve as a technical advisor on structural, civil, and mechanical engineering matters impacting facilities and infrastructure.
  • Respond to complex citizen inquiries and represent the department in professional forums (e.g., APTA).

Required Qualifications
  • Bachelor's degree in civil engineering, Construction Management, or related field.
  • Minimum 10 years of progressively responsible engineering or construction management experience, preferably in public infrastructure.
  • Demonstrated experience managing small-to-medium-scale construction or facility projects.
  • Strong knowledge of engineering standards, building codes, permitting processes, and inspection practices.
  • Proven leadership in project delivery, contract administration, and staff supervision.

Professional Engineer (PE) license preferred.

Preferred Qualifications
  • Experience in transit or transportation infrastructure.
  • Familiarity with municipal construction, utility coordination, and agency permitting.
  • Experience with public-sector maintenance facilities or vertical construction projects.
  • Knowledge of federal procurement and compliance requirements.
