Capital Program Management (CPM) seeks a senior level Director of Budget and Accounting for our public works clients within California. The Director oversees the financial lifecycle of large-scale construction and infrastructure initiatives. This role requires strategic financial planning, strict bond compliance, multi-year forecasting and regular reporting to governing boards, the public and regulatory agencies.
The Director of Budget and Accounting directs the overall financial strategy, planning, and administration for multi-million dollar capital bond programs. This position works in tandem with project managers, procurement, executive leadership, and external stakeholders to ensure public funds are allocated optimally, spent efficiently, and audited in complete compliance with municipal or governmental regulations.
Responsibilities include:
- Using advanced Excel functionality, design and execute comprehensive multi-year capital budgets and long-range financial plans that align with the client's strategic goals for budgeting and tracking expenditures.
- Establish baseline budgets for individual projects, factoring in construction escalation, contingency funds and aligning with available funding sources
- Prepare and present transparent financial updates and comprehensive reports to School Boards, Directors, School Administrators and/or Citizens' Bond Oversight Committees.
- Continuously monitor project budgets, contracts, expenditures and funding fluctuations, analyzing variances and mitigating financial risks.
- Coordinate with external auditors and maintain documentation supporting compliance with Governmental Accounting Standards Board (GASB), California state agencies and voter approved bond language.
- Overseeing a department of Budget Analysts and delegate roles and responsibilities. Supervise, train and mentor support staff and foster a collaborative and performance-driven environment.
Qualifications needed:
- 7-10+ years of progressively responsible experience in public sector finance, governmental budget or capital construction/bond accounting. Familiarization with Public School accounting systems a plus.
- Bachelor's degree in Finance, Accounting, Public Administration, Business or a closely related field.
- Knowledge of principles of governmental accounting and financial reporting (CAAP/GASB) and construction job cost accounting
- Strong financial modeling and excellent oral and written communication skills to present effectively before executive boards and public committees.
- Advanced expertise with MS Excel, MS Word, MS Outlook
- Understanding of California SACS a plus
