JOB TITLE: DIRECTOR OF ASSESSMENT AND ACCOUNTABILITY REPORTS TO: CHIEF ACADEMIC OFFICER
OVERTIME STATUS: EXEMPT

PAY GRADE: 227A

JOB SUMMARY:
Performs complex professional and difficult administrative work planning, directing and supervising the testing, accountability and research/evaluation programs of the school district; does related work as required. Work is performed under the general supervision of the Chief Academic Officer. Supervision is exercised over related staff and office personnel within the Office of Assessment and Accountability.

ESSENTIAL DUTIES:
  • Provides leadership in the administration of national, state, and local assessments.
  • Analyzes and communicates test results to identify strengths and weaknesses in instructional programs and identify priority areas for improvement.
  • Coordinates and assists in the interpretation of the federal guidelines for accountability to ensure necessary preparations for test administration and proper analysis of test results.
  • Serves as liaison to the Virginia Department of Education (VDOE), scoring vendors, other school divisions, and departments and schools within the school division on matters related to national, state, and local testing.
  • Effectively communicates guidelines related to test administration and the appropriate use of test results to various groups such as school administrators, instructional data specialists, and division-level administrators.
  • Provides training to administrators, instructional data specialists, and school testing coordinators in proper test administration and test security protocols.
  • Supervises the ordering of all testing materials and assists with budget planning related to test administration and implementation.
  • Maintains security of testing materials and implements policies and practices to prevent potential breaches in security.
  • Provides technical assistance to school administrators and school staff regarding test administration and the state accountability system.
  • Attends test administration and accountability training provided by the state and develops local procedures to ensure compliance with all state mandates and procedures related to testing and accountability.
  • Works closely with the Department of Technology to ensure accurate data are available for schools and departments to assist with continuous improvement.
  • Serves a lead role in developing user-friendly reports to assist division-level administrators, school-level administrators, and teachers with analysis and interpretation of assessment results.
  • Prepares and implements a student information database to monitor achievement, attendance, and disciplinary information for local and state reporting purposes.
  • Collects and analyzes general student data which includes student enrollment, school attendance zones, and enrollment projections. Serves as division contact to the VDOE.
  • Serves as division expert in assessment and evaluation.
  • Conducts evaluations of school division programs and activities.
  • Directs and supervises the process for the triennial census, conducts staff, student and community surveys.
  • Develops and administers the Office of Assessment and Accountability's budget.
  • Develops, implements, coordinates and manages systems for evaluation of programs, and services, and prepares evaluation reports and recommendations for consideration by the Superintendent and others as appropriate.
  • Compiles and interprets pertinent educational research findings and communicates the salient information with relevant recommendations to appropriate personnel.
  • Develops, implements, and manages all district-wide research projects and coordinates school district participation in research projects sponsored by other institutions, agencies or individuals.
  • Keeps abreast of trends and developments in education as well as the expertise in educational planning, evaluation, research and management, and applies this knowledge effectively in the performance of this position.
  • Develops and implements a review process for outside research proposal requests.
  • Renders assistance to all departments upon request.
  • Perform related work as required.


JOB SPECIFICATIONS/PHYSICAL REQUIREMENTS:
Thorough knowledge of the principles, practices and procedures of School Administration; comprehensive knowledge of research, evaluation and testing programs, procedures, practices and regulations; knowledge of accountability and strategic planning models; knowledge and use of quality management philosophy and tools; a high degree of computer literacy; ability to develop and present ideas effectively, orally and in written form; ability to establish and maintain effective working relationships with other staff, subordinates, supervisors, state officials, the School Board and general public.

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, standing, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

EDUCATION AND EXPERIENCE:
A bachelor's degree from an accredited college or university in education or a related field, supplemented by a master's degree, and extensive, progressively responsible professional experience in school testing, evaluation, research, and school administration.

SPECIAL REQUIREMENTS:
Possession of certification as a K-12 School Administrator.
Possession of an appropriate driver's license valid in the Commonwealth of Virginia.
