Full Job Description
PrimeSites is seeking an experienced Director of Affordable Housing Compliance to lead the company's affordable housing compliance program across a growing multi-state portfolio. This position is responsible for ensuring compliance with all federal, state, and local affordable housing regulations while providing strategic leadership, regulatory guidance, and oversight of the compliance team. Primesites manages a growing portfolio of over 2,000 units and approximately 1,500 affordable units, and adding approximately 500 new affordable units annually.

The Director of Affordable Housing Compliance serves as the company's subject matter expert on affordable housing programs, partnering with executive leadership, property management, development, and asset management to protect the organization's regulatory standing and support operational excellence. The Director will serve as the primary point of contact with state housing finance agencies and other regulatory bodies, interpret and operationalize complex and evolving compliance requirements, and act as the internal and external "face" of compliance for the company - representing Hoppe with confidence in front of agency staff, investors, lenders, and executives.

Key Responsibilities
  • Lead and oversee all affordable housing compliance operations across the company's portfolio, including property level compliance for Low-Income Housing Tax Credit (LIHTC), HUD, HOME, National Housing Trust Fund (NHTF), Voucher, Fair Housing, VAWA, and other applicable affordable housing programs.
  • Develop, implement, and maintain company-wide compliance policies, procedures, and best practices.
  • Monitor regulatory changes and provide guidance to leadership and property teams regarding operational impacts.
  • Oversee compliance monitoring across the portfolio, including file reviews, income/rent certification and recertification, unit set-aside, audits, compliance reporting, and corrective action plans to ensure ongoing regulatory compliance.
  • Prepare properties for state agency reviews, Management and Occupancy Reviews (MORs), investor audits, and other regulatory inspections.
  • Lead, mentor, and develop the compliance team while establishing performance expectations and promoting professional growth.
  • Partner with Property Management, Development, and Asset Management teams during new developments, acquisitions, lease-ups, and property transitions.
  • Advise executive leadership on compliance risk, portfolio health, and regulatory trends that may affect development, acquisition, or financing strategy.
  • Interpret regulatory agreements and funding documents to ensure compliance requirements are implemented effectively.
  • Develop and deliver compliance training for property management and corporate staff.
  • Identify compliance risks and implement proactive solutions to minimize organizational exposure.
  • Build and maintain strong relationships with state housing agencies, investors, syndicators, auditors, and regulatory partners.
  • Prepare reports and recommendations for executive leadership regarding compliance performance, risks, and regulatory updates.
  • Travel to properties as needed to conduct audits, provide training, and support compliance initiatives.


Required Qualifications
  • Bachelor's degree in Business, Public Administration, Real Estate, Finance, or a related field (or equivalent experience).
  • Minimum of 7 years of affordable housing compliance experience.
  • Minimum of 3 years of leadership or management experience.
  • Extensive knowledge of LIHTC (Section 42) regulations and affordable housing compliance requirements.
  • Experience with HUD, HOME, Project-Based Section 8, Rural Development, and other affordable housing programs.
  • Strong understanding of Fair Housing, VAWA, and other applicable federal and state housing regulations.
  • Experience managing compliance for a multi-property or multi-state portfolio preferred.
  • Excellent leadership, communication, organizational, and problem-solving skills.
  • Proficiency with Microsoft Office, including Excel, and affordable housing/property management software.
  • Valid driver's license and ability to travel as needed.
  • Must provide three professional references.
  • Successful completion of a criminal background check.


Preferred Qualifications
  • Housing Credit Certified Professional (HCCP) designation.
  • Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), or other affordable housing compliance certifications.
  • Experience supporting new construction lease-ups and property acquisitions.
  • Experience working with multiple state housing finance agencies.
