The Naval Power, Naval Airborne Systems Sub-Strategic Business Unit is seeking a Director of Program Management to support the Electronic Attack Systems (EAS) Production execution. This position will report directly to the EAS Executive Director and be a member of the EAS Leadership Team staff. The Director will lead a staff of program managers and multi-functional teams across multiple locations and rely on a key set of suppliers and internal factories to manufacture products for both domestic and international customers. Another key aspect of this role is to develop strategies that continue to deliver quality product more efficiently over time. A piece of the strategy will involve partnering with Production, Development, and Operations & Supply Chain teams to phase new product improvements into production to meet urgent customer needs. This position is responsible for meeting costs, technical and schedule commitments, annual operating plan performance and supporting the strategy that forms the basis for the long-range plan.

**This position is an onsite role based at our McKinney, TX facility.

Will You Will Do:
  • Program Leader responsible for execution, staff development, critical Integrated Product Team and Control Account Manager across all production contracts to meet cost and schedule commitments.
  • Execute with Integrated Product Team Leads (IPTLs) and lead engineering staff across multiple functions to improve efficiency with actionable metrics that achieve goals and increased availability.
  • Interface directly with the customer representatives Contracting Officer Representative (COR) to collaborate on the direction of the program
  • Lead assessment and corrective action on the performance of the program through analysis of current earned value and technical metrics
  • Interface with senior Raytheon portfolio leadership to report status, represent the program and customer needs, and advocate for the program
  • Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
  • Attract, retain, supervise, and develop talent

Qualifications You Must Have:
  • Typically requires a University Degree or equivalent experience and a minimum of 14 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 12 years' experience
  • Prior Experience managing cost, schedule, and technical performance for programs with use of program management tools such as Earned Value Management System (EVMS), Risk and Opportunity Management, Estimate at Completions (EACs), etc
  • Prior Experience leading proposal activity
  • Prior Experience leading cross-functional teams to include, but not limited to, any combination of the following: Engineering, Contracts, Operations, Supply Chain, Finance, and/or administrative functions
  • Prior Experience engaging and reporting on key program information (ex: metrics, schedules etc.)
  • Prior program/project management experience
  • Prior experience leading or managing teams directly or indirectly


Qualifications We Prefer:
  • Active DoD Secret Clearance or ability to obtain interim DoD Secret prior to start
  • Demonstrated program execution experience managing program staffing, assignments and resources.
  • Proven success creating and maintaining strong executive level relationships with suppliers, customers, government representatives, primes and internal peers
  • Excellent communication skills with proven ability to facilitate teamwork across functions
  • Program Management Level-3 Certification (within 12 months of hire)
  • Experience working with International customers
  • Experience leveraging strong analytical, research, and problem-solving skills to drive execution, coordination, and growth strategies
  • Proven ability to manage cross-functional teams and projects in a fast-paced environment

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company's performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
