Summary

The Director, Military Personnel and Construction (Program/Budget) serves as the senior functional authority, architect, implementer, and advisor to the Under Secretary of War (Comptroller) through the Deputy Comptroller (Program/Budget) on budget policies and numerous other challenges, all supporting the National Defense Strategy.

The Director, Military Personnel and Construction (Program/Budget) is responsible for reviewing and formulating Military Department and Defense Agency budgets, budget execution, and apportionment requests related to Military Personnel, Healthcare, and Construction accounts.

Major duties and responsibilities include, but are not limited to:

  • Oversees the implementation of new construction projects within military construction programs, family housing, and facility sustainment restoration and modernization.
  • Oversees the review of pay and allowances, military personnel, and other military personnel costs.
  • Supervises and reviews the financial management of the NATO Security Investment Program, the Department's construction funded in Research and Development appropriations, and the Department's facilities sustainment restoration and modernization funded in the operation and maintenance appropriations.
  • Advises and assists the budgetary staff of the Military Departments on the application of data analytical tools and methods of presentation for comprehensive budget estimates.
  • Formulates and recommends long-range budgetary requirements, based on established policies and concepts, and for each fiscal year, formulates specific policies and basic assumptions directly applicable to the compilation and presentation of budgetary requests for all phases of assigned responsibilities.
  • Maintains direct contact with top senior officials of the Military Departments and budget officers at the operating levels to ensure familiarity with the programs.
  • Serves as the principal or supporting Department of War witness in the presentation of military personnel and operation and maintenance budget matters before congressional committees.

  • This is a Financial Management Level 3 Certified position. In accordance with Public Law 112-81 (National Defense Authorization Act for Fiscal Year 2012) and DoW Policy, the incumbent shall comply with the requirements of DoW FM Certification program within the allotted timeframe.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:

TQ 1: Demonstrated knowledge of the federal budget principles and processes in developing and preparing annual and supplemental budget submissions, ensuring programs are appropriately and adequately financed. Demonstrated experience in the programming, budgeting, and execution process.

TQ 2: Demonstrated experience in representing and defending an organization or institution's programmatic and budgetary interests with programs having nationwide scope or impact on the Office of Management and Budget and relevant congressional/legislative committee staff.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs:

  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
    • Sub-Competencies:
      • Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.
      • Managing Resources: Manages resources efficiently and effectively based on current and projected organizational goals, skills, budget considerations, and staffing needs.
      • Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
    • Sub-Competencies:
      • Technical Skill: Possesses the requisite technical knowledge and subject matter expertise to consistently produce timely, high-quality work. Is considered a strong contributor in his or her domain.
      • Problem Solving: Engages in critical and data-driven thinking when diagnosing root causes and evaluating options. Identifies and promptly addresses the most pressing, high-priority problems.

    • Sub-Competencies:
