7. Conduct pre-bid conferences, assess bidder qualifications, and verify references.
8. Prepare contract and award recommendations for Board approval.

10. Develop and maintain procurement policies, fiscal controls, and quality standards.
11. Stay informed on economic trends affecting procurement and adjust strategies accordingly.
12. Direct warehouse, mail, and property management operations.
13. Manage District assets, including vehicles and fixed property.
14. Ensure accurate asset records, timely issue resolution, and surplus management.
15. Complete and secure Board approval for annual property reconciliation.
16. Plan, prioritize, and coordinate projects, ensuring timely, budget-compliant completion.
17. Oversee and manage program budgets effectively.
18. Develop creative solutions to District challenges.
19. Evaluate direct reports on productivity and goal achievement.

Additional Job Information
1. Bachelor's degree in business administration, management, public administration, finance, or related field from an accredited institution.
2. Eight (8) years of procurement management experience, in the administration of a contracts
or purchasing section, preferably in school district business administration.
3. Three (3) years of procurement supervisory experience.
4. Demonstrated success working with and through people in establishing goals, objectives and action plans to produce expected ends/results.
5. Public procurement experience is preferred.
Additional Preferred Qualifications:
1. Knowledge and experience in the implementation of state statutes, state Board of Education regulations and district purchasing policies.
2. Ability to make decisions, render judgments, take action promptly and commit oneself and others.
3. Ability to manage and direct others to enhance their professional competencies in such a fashion that they will be able to assume broader responsibilities.
4. Ability to facilitate group processes in consensus building, conflict resolution, planning, and decision making.
5. Develop, facilitate, and evaluate the District's procurement objectives, goals, programs, policies, and work plan.
6. Possess skills to prepare detailed reports, organize work efforts, analyze and establish control systems, and have good communication skills.
