Position Overview

The Director, HR Compliance will improve service delivery, operational excellence and drive compliance by developing and leading a dynamic team of audit, compliance and HR professionals in HR investigations and HR process audits. Reporting to the Sr. Director Human Resources Strategy, Planning & HR Compliance, this role will lead an HR investigation centre of excellence to ensure Integrity Action Line cases are being responded to and closed in a timely manner while analyzing trends and developing mitigating strategies to reduce volume cases. This role will also collaborate with leaders in HR, Payroll, Labour Management, People, Process & Technology, Compliance and Internal Audit across the Enterprise to define and implement an HR management control strategy, including efficient and effective audit processes, to ensure HR policies, procedures, system configuration and documentation are in compliance with statutory rules and regulations.

What You'll do:
• Lead the development and evolution of the enterprise HR Compliance strategy and governance framework, aligned with business priorities, organizational values, regulatory requirements, and emerging risks.
• Serve as a senior subject matter expert on HR compliance, employment-related regulatory requirements, and people risk, identifying exposure and recommending practical, risk-based solutions.
• Lead, coach, and develop a high-performing national team of HR Compliance Managers, setting clear expectations, building capability, empowering ownership, and driving consistent execution.
• Provide strategic oversight of the Integrity Action Line (IAL) / whistleblower reporting process, ensuring matters are appropriately assessed, investigated, escalated, and resolved, while identifying systemic trends and risks.
• Oversee key enterprise HR compliance programs, including work permit and employment eligibility compliance, Internal Compliance Controls (ICC), legislative compliance, and other employment-related obligations, with appropriate controls and governance.
• Monitor legislative and regulatory developments across Canada, translating changes into business requirements, compliance priorities, policies, processes, and implementation plans.
• Partner with Compliance & Ethics, Legal, HR, People Process & Technology (PPT), other key stakeholders and business leaders to embed compliance into people processes, systems, programs, and practices, influencing practical and sustainable solutions.
• Collaborate with PPT to strengthen HR processes, systems, controls, and technology, identifying opportunities for automation, standardization, and enhanced compliance controls.
• Leverage data, IAL reporting, compliance findings, control results, and risk indicators to identify trends and exposure and translate insights into actionable enterprise risk mitigation plans.
• Actively participate in Quarterly Compliance Councils, contributing to key discussions, decisions, and follow-up actions.
• Maintain effective HR compliance monitoring, reporting, controls, and governance, providing senior leaders with visibility into key risks, trends, remediation, and compliance effectiveness.
• Lead and support enterprise compliance reviews, investigations, and remediation initiatives, addressing root causes and implementing sustainable corrective actions.
• Build trusted relationships with senior leaders and cross-functional partners, providing pragmatic, risk-informed advice that balances regulatory obligations, operational realities, employee experience, and organizational risk.
• Champion a culture of accountability, integrity, and compliance through effective guidance, communication, education, and continuous improvement.

What You'll Need
• 7+ years of progressive HR leadership experience, including leading managers and geographically dispersed teams, with a proven track record of hiring, developing, and retaining diverse and high-performing teams.

• Strong written and oral communication skills with an emphasis on verbal reasoning, resolution of issues and listening skills. Must be able to present ideas/insights/recommendations in a clear and compelling manner, backed by data/analysis.
• Demonstrate professionalism and poise in working with and presenting at all levels of the organization
• Advanced proficiency in data analysis and visualization tools (e.g., MS Excel, Power BI) and emerging AI tools, with a proven ability to extract, analyze, and synthesize complex workforce data into clear, actionable insights. Demonstrated track record of leveraging data analytics to identify emerging trends, predict potential HR risks, and proactively inform strategic recommendations, policy development, and operational improvements, enabling data-informed decision-making and anticipating future needs. Strong knowledge of internal auditing, control standards and internal consulting skills; Solid experience conducting internal reviews in adherence to professional standards.
• The ideal candidate holds a university degree or a professional internal audit and/or risk management designation. Bilingual in French/English is an asset.
