The Director, Health Policy and Regulatory Affairs serves as a strategic leader within Valley Health's Planning & Growth division, responsible for evaluating how federal and state healthcare policy and regulatory developments impact organizational strategy, growth initiatives, and long-term sustainability.

This position provides enterprise-wide policy intelligence and regulatory guidance to support service line development, expansion planning, partnership formation, rural health innovation, and executive decision-making. The director translates complex regulatory and healthcare policy developments into actionable intelligence that strengthen Valley Health's ability to adapt, grow, and serve its communities.

The director also supports organizational advocacy priorities through policy education, stakeholder engagement, and issue analysis while serving as Valley Health's internal subject matter expert on healthcare policy and regulatory matters.

Healthcare Policy Intelligence

• Monitor emerging federal and state healthcare policy developments affecting hospitals, physicians, outpatient services, reimbursement, workforce, and population health.
• Assess strategic implications of proposed legislation, regulatory changes, payment reform initiatives, and healthcare market trends.
• Develop executive briefings and issue analyses that support informed leadership decision-making.
• Prepare scenario planning models regarding emerging regulatory and policy developments.
• Identify opportunities and risks associated with evolving healthcare policy environments.
• Provide policy and regulatory support for market-entry and expansion decisions.

Regulatory Strategy and Organizational Readiness

• Lead regulatory assessments associated with new programs, clinical services, facilities, technologies, and strategic initiatives.
• Evaluate licensure, accreditation, certification, and operational requirements for proposed expansion activities.
• Develop regulatory implementation frameworks to support operational readiness.
• Collaborate with compliance, legal, operational, and clinical leaders to identify regulatory requirements and organizational impacts.
• Monitor regulatory developments affecting healthcare delivery models and recommend organizational response strategies.

Certificate of Public Need (COPN) and Certificate of Need (CON) Analysis

• Coordinate regulatory research related to Virginia COPN and West Virginia CON programs.
• Monitor competitive filings, approvals, denials, and evolving regulatory requirements.
• Support strategic evaluation of regulated services and facility development opportunities.

Rural Health, Access, and Innovation Strategy

• Evaluate healthcare policies affecting rural health sustainability, healthcare access, workforce development, and care transformation.
• Identify federal and state initiatives supporting rural healthcare delivery.
• Monitor funding opportunities that align with strategic priorities.
• Assess policy innovations that advance healthcare access across Valley Health's service region.
• Support development of initiatives that improve care access for underserved communities.

Stakeholder Engagement and Policy Advocacy Support

• Develop educational materials that help organizational leaders understand healthcare policy developments and potential impacts.
• Coordinate policy-related information sharing with internal and regional stakeholders.
• Establish productive working relationships with healthcare associations, regional partners, educational institutions, and policy organizations.
• Participate in policy forums, regulatory workgroups, and industry discussions to gather intelligence and share organizational perspectives.

Education

Bachelor's Degree in Health Policy, Healthcare Administration, Public Health, Business Administration, Public Administration, or related field required

Master's Degree or above in Health Policy, Public Health, Healthcare Administration, Business Administration, Law, Public Administration, or related field preferred

Experience

7-10 years of experience in healthcare policy, regulatory affairs, strategic planning, healthcare administration, or related fields.

Qualifications

• Demonstrated experience analyzing healthcare legislation and regulatory frameworks.
• Experience supporting executive-level strategic planning and decision-making.
• Knowledge of Virginia and West Virginia healthcare regulatory environments.
• Experience translating complex regulatory information into practical guidance
