Job Summary and Qualifications

The Director of Government Relations for HCA Healthcare is responsible for assisting in the development and implementation of legislative strategies that support state and individual division and operational goals for the Virginia and New Hampshire markets. The person in this position serves as a key resource for advising the Group and Division Presidents on business decisions involving interaction with State and Federal Government officials and agencies.

Essential Duties:

  • Communication and Relationship Building: Building and maintaining personal and professional relationships with state legislators, state agency personnel and key members of the executive branch of state government. These duties shall include, but not be limited to, direct lobbying of legislators and executive branch personnel on key issues affecting HCA, testifying in committee, preparing committee testimony, development and distribution of talking points on issues impacting the company.
  • Assist in the Coordination of the Company's Government Relations Efforts: Work with the Group and Division Presidents to: develop and implement state legislative priorities and strategies; insure that government relations efforts and activities support and enhance operational goals; review and analyze state legislative and regulatory initiatives that might impact the company; coordinate the grassroots call to action program to insure the views and priorities of the company are appropriately communicated to various state legislative bodies and the appropriate trade and public policy associations; develop and manage key state legislative issues by soliciting analysis of legislative, regulatory proposals from appropriate company departments and personnel; communicate the impact of such issues on company policies or operations; and provide advice and counsel, as appropriate, to company personnel in any dealings they may have with the instrumentality of state government.
  • Trade Association Coordination: Routinely interact with the leadership of appropriate hospital associations, important collaborators such as Chambers of Commerce and other organizations regarding strategy and tactics on HCA's identified priority issues. This will include representation on legislative and other key committees as well as involvement in coalition initiatives and PAC expenditures. Also, as required, represent the company at the federal and state levels in key national trade associations and public policy organizations such as NCSL, CSG, ALEC, NGA and others.
  • Politics: Create opportunities for dialogue and exposure for HCA's state leadership and represent the company at key political functions. A critical component of this area of responsibility will be the gathering and distribution of political intelligence regarding legislative races, opposition strategy related to hospital industry initiatives, proposed agency regulation changes, etc.
  • Grassroots Management: Work with leadership in HCA hospitals to foster an active and robust Good Government Group (GGG) program made up of HCA facility employees who, due to their interest in the political/government process, participate in regular meetings at the hospital with candidates and elected officials from around the state. Recruit and train volunteer coordinators in each hospital, develop programs and assist in scheduling legislative visits. Update GGG members during session on legislative activities including calls-to-action.
  • Resource Management: Provide daily direction and management of HCA's in-state contract lobbying team. Responsibility for the management and coordination of any additional contract personnel retained for government relations purposes on a temporary basis (i.e., PR, Reimbursement, etc.).
  • Candidate Recruitment: As appropriate, recruit and advise candidates for state and local office who have an interest/expertise in healthcare.
  • Campaign Consultant: As appropriate, consult incumbent state legislators running for re-election on healthcare policy and issues related to the hospital industry or impacting HCA.
  • Manger GR team: Manage local government relations managers. Oversee requests to the GR team and provide guidance and direction.


Qualifications:

  • Requires a minimum of a Bachelor's degree in a related field from an accredited college or university; Master's degree preferred
  • Requires a minimum of seven (7) years of progressive Government Relations/legislative affairs experience.
