Immediate Supervisor: The Director General
NATURE OF THE WORKUnder the authority of the Director General and in accordance with the policies and practices of the school board and the regulations of the Ministère de l'Éducation de Québec (MEQ), the Director of Financial Resources will provide leadership and supervision in the following areas: finance and taxation. This position includes, in particular, the following responsibilities:
- Elaborate, in partnership with the various stakeholders, a financial vision for the school board.
- Participate with other members of the Directorate in formulating administrative policies, regulations, procedures, organizational values and priorities of the school board.
- Direct, supervise, manage, and evaluate the human resources of the Financial Resources Department, including accounting, finance, taxation and support to schools and departments.
- Attend school board and committee meetings and organize and prepare appropriate documentation pertaining to financial matters for said meetings.
- Update and advise the Director General on a regular basis regarding the school board's financial administration and provide alternative solutions to financial management problems which may arise.
- Organize and prepare appropriate financial documentation for the Finance Committee and the Audit Committee.
- Act as the representative and liaison of the school board on committees related to finance.
- Oversee the activities related to the planning and management of school taxes.
- Supervise the internal controls that have a financial impact.
- Organize workshops and training sessions regarding the school board's financial administration.
- Prepare a detailed year-end report and make recommendations based on the outcome.
- Oversee the preparation of the quarterly and annual financial reports.
- Oversee and participate in the preparation of the annual budget and monitor throughout the year.
- Represent the school board in matters related to the field of activity.
- Determine the duties, manage and lead staff while ensuring its supervision and evaluation.
- Carry out all other related tasks as requested by the Director General.
Requirements and Qualifications - Have eight years of relevant experience.
- Possess a professional accounting designation (C.A., C.G.A., C.P.A.).
- Hold an undergraduate degree in a relevant field of study certifying a minimum three-year university program or hold a senior executive or senior staff position, excluding a manager position, in a school board.
- Possess an excellent knowledge of French and English, spoken and written.
- Have the ability to work effectively under pressure and within time constraints, strong interpersonal skills and the ability to work effectively in a collaborative and consultative team environment.
