Division/Department: Human Services - Facilities - Onsite

Location: Min No Aya Win Human Services Center - As Designated

Reports To: Human Services Director

Probationary Period: 6 months

FLSA Status: Exempt (Salaried)

Classification: Non-Child-Related NA

Driver's License: Level 1- Driver's License Required.

Rate of Pay: $105,279.44 to $118,439.97 Salary.

Responsibilities

  • Provide leadership and direction for the day-to-day management of the operations of the Facilities Department and the team members.
  • Provides expertise, knowledge, and insight into HSD facilities and guidance to team members to ensure personnel, patients, and community members are safe and secure while utilizing the facilities.
  • Participates in employment decisions related to hiring, evaluating, promoting, and when appropriate, disciplinary activities.
  • Develop plans for operations maintenance and alterations of HSD facilities.
  • Responsible for the development, management, and ongoing monitoring of short- and long-term department budgets for facilities maintenance and improvement, including submission of budget revisions and requests aligned with operational needs.
  • Uses standard business and equipment software applications to develop, monitor, analyze, and report on department budgets, operational strategies, facility equipment, and plans. (e.g. Microsoft, HVAC software)
  • Assists and participates in decisions related to purchase of property and equipment for purposes of providing services for the Fond du Lac community.
  • Plan for and supervise facility projects, construction, maintenance, and operations.
  • Manage Band properties used for Human Service Division operation by
• securing and maintaining appropriate licensure required for program operation
• securing bids and/or subcontractors for required renovation/facility services
• providing detailed accounting documentation for all purchases
• developing and maintaining a space allocation plan for each facility
• maintaining an inviting atmosphere in all facilities
• assuring adequate maintenance resources are available
• establishing security measures and procedures for each facility
  • Assists with negotiations with Indian Health Service (IHS) Area Office Lead Negotiator for the 105(l) lease funding.
  • Attend Tribal Council meetings when appropriate.
  • Monitor and implement Building Operator Certification (BOC) Training requirements for all maintenance staff to ensure that staff maintain their knowledge and skills.
  • Actively participate in improving patient safety and reducing risk to patients, staff, and community by complying with Safety and Infection Control policy and procedures.
  • Monitor and recommend systems and procedures to ensure safety of all facilities.
  • Maintain current drawings and engineering records describing facilities, equipment, and grounds of HSD properties.
  • Serves as consultant to the Director of Human Services when appropriate and/or requested.
  • Discipline staff and/or ensure that disciplinary procedures are carried out for disciplinary action.
  • Appropriate work attire is required.
  • Must attend all mandatory department trainings.
  • Ensures confidentiality of financial records and all records for employees and/or clients.
  • Displays a responsive and professional manner in promptly responding to all requests, complaints, and problems.
  • Recognizes that each employee is a representative of the Fond du Lac Band of Lake Superior Chippewa and is responsible for demonstrating courtesy, respect, and sensitivity to the needs of all others, including visitors and co-workers.
  • Represents the Fond du Lac Band of Lake Superior Chippewa and the department in a positive and professional manner in the community.
  • Required to maintain proper attendance including reporting to work on time in accordance with applicable policies.
  • Maintains a clean and organized work area.
  • Due to changes and modifications in the job from time to time, employees are required to be flexible and assume other responsibilities assigned by management as deemed necessary.


Qualifications

  • Valid Driver's License issued in the US is required.
  • Bachelor's degree in facilities engineering or related field is required.
  • 7 years of progressive management experience managing facilities or maintenance operations is required..
  • Special Engineer boiler license and First-Class C low pressure boilers license are required within 12 months of hire.
  • Heating, ventilation, and air conditioning (HVAC) certification is required; or must become within 180 days of hire and must maintain certification for the duration of employment.
  • Demonstrated working knowledge of motors, pumps, HVAC, plumbing, electrical, carpentry, and masonry skills are required.
  • Knowledge of preventative maintenance requirements for a wide variety of equipment and systems are required.
  • Ability to obtain any necessary license is required.
  • Knowledge of computer applications to include word processing, databases and/or data entry, spreadsheets, and Microsoft Outlook is required.
  • Knowledge of Native American communities, culture, customs, and beliefs is preferred.
  • Experience working with Native Americans clients, communities and is able to demonstrate cultural sensitivity is preferred.
  • Ability to communicate effectively orally and in writing is required.
  • Ability to work independently and establish priorities is required.
  • Attention to detail and accuracy is required.
  • Ability to establish professional and harmonious working relationships on all projects and with all parties involved.
  • Subject to drug and alcohol testing in accordance with the Fond du Lac Reservation's Personnel Policies.
  • Subject to pre-employment and annual background checks.
  • Subject to immunization review and submitted proof of required vaccinations.
  • Some travel is required.
