Overview

Director, Employment & Community Services Division

This is an opportunity to lead the continued evolution of services designed to help people with disabilities participate meaningfully in their communities, pursue competitive integrated employment, build independence, and achieve personally meaningful outcomes.

The Director will provide strategic and operational leadership for an integrated division encompassing Community Participation Supports (CPS), Employment Services, and Home & Community Services (HCS). Working through a management and supervisory structure, the Director will be responsible for strengthening service integration, expanding employment opportunities, improving operational and financial performance, maintaining regulatory excellence, and ensuring individuals have access to supports that evolve with their goals and needs.

This position reports to the Senior Director of Operations.

What You'll Lead

The Director will provide leadership across a complex, multi-site service environment and will be responsible for:

Provide strategic and operational leadership for Community Participation Supports, Employment Services, and Home & Community Services, integrating services to reduce silos and create coordinated, person-centered pathways.

Advance competitive integrated employment and meaningful community participation by expanding employment pathways, employer partnerships, career exploration, benefits counseling/work-incentive resources, and individualized supports while ensuring employment opportunities are consistently explored across CPS, HCS, and Residential Services.

Drive operational and financial performance through clear expectations, data and performance dashboards, effective resource allocation, utilization and productivity management, budgeting, and strategies that strengthen long-term financial sustainability.

Ensure regulatory compliance and quality excellence across all services, maintaining continuous readiness with ODP, Medicaid Waiver, licensing, provider qualification, incident management, quality management, and organizational requirements.

Develop and hold leaders accountable by coaching and supporting managers and supervisors, strengthening leadership capacity and succession planning, and fostering a culture of accountability, innovation, collaboration, and continuous improvement.

Establish consistent service-delivery standards for referral intake, evaluation, service matching, pathway planning, documentation, participant transitions, and outcomes while identifying opportunities for service growth, redesign, and technology-enabled supports.

Build strong internal and external partnerships with Residential Services and other UCP departments, employers, OVR, Administrative Entities, Supports Coordination Organizations, educational institutions, workforce-development organizations, and community partners to expand opportunities and strengthen coordinated service delivery.

What Success Looks Like

The successful Director will help UCP Central PA build a service system in which an individual's current service setting does not define their future opportunities.

Success will include:
  • Increased competitive integrated employment and employment exploration, including consistent access to employment opportunities for individuals across CPS, HCS, and Residential Services.
  • Stronger, more coordinated service pathways across CPS, Employment Services, and HCS, with improved referral conversion and service-start timelines.
  • Improved operational performance, including authorization utilization, workforce deployment, productivity, and service capacity.
  • Sustained regulatory compliance, quality performance, and financial sustainability across the division.
  • Measurable, person-centered outcomes demonstrating meaningful progress toward employment, independence, and community participation.

What We're Looking For

The ideal candidate will bring a combination of strategic leadership and operational discipline and will be comfortable leading both organizational change and complex day-to-day human services operations.

Preferred knowledge and experience include:
  • IDD and autism services, including person-centered planning, community-based supports, and services that promote independence and meaningful community participation.
  • Pennsylvania ODP and Medicaid Waiver services, including applicable regulatory requirements such as 55 Pa. Code Chapters 6100 and 2380, quality management, and continuous regulatory compliance.
  • Multi-site human services leadership, including leading through managers and supervisors, workforce planning, and managing geographically dispersed operations.
  • Competitive integrated employment and employment services, including employment pathways, benefits counseling, Social Security work incentives, and employer partnerships.
  • Financial and operational management, including budgeting, utilization, productivity, workforce optimization, and using data to drive performance and accountability.
  • Organizational change and growth, including service redesign, continuous improvement, program development, and building partnerships with funders, referral sources, employers, and community organizations.

Education & Experience

Bachelor's degree in social work, psychology, education, human services, social sciences, business/healthcare administration, or a related field expected, with progressively responsible leadership experience in human services or a related field. A master's degree in a related discipline and experience leading complex human services operations are preferred.

Experience managing multiple programs, locations, or service lines and demonstrated success leading through other managers or supervisors is strongly preferred. Leadership experience in Employment Services-including supported employment, competitive integrated employment, job development, or employment pathway expansion for individuals with disabilities-is highly preferred.
