The Opportunity

The Director, Development Product Owner, for Property & Casualty is responsible for leading a team of Business Analyst/Product Owners while defining and executing the strategy, roadmap, and delivery of technology solutions that support P&C. This leader oversees modernization initiatives across member communication and document platforms, drives operational efficiencies across integrated systems and business processes, and partners closely with business and technology stakeholders to deliver scalable, innovative solutions. The role is accountable for building high-performing teams, advancing agile delivery practices, ensuring compliance with enterprise governance standards, and enabling successful execution of strategic transformation initiatives.

This role provides leadership and oversight for a team that serves as the voice of the business across multiple Agile teams, programs, and portfolios. The Director is responsible for ensuring business needs are effectively translated into product strategies, priorities, and requirements that drive measurable business value. Leveraging expertise in Agile and traditional delivery methodologies, this leader guides teams through complex initiatives, removes impediments, manages risks and dependencies, and fosters strong collaboration across business and technology organizations to achieve strategic objectives.

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: Plano, TX, or San Antonio, TX. Relocation assistance is not available for this position.

What you'll do:
  • Direct a team that works on Agile efforts to include highly complex multi-year journeys that span multiple Agile teams, programs, and/or portfolios.
  • Drive creativity and ingenuity among the team in the search for and application of new product development solutions to resolve highly technical complex and unique issues.
  • Serve as an Agile thought leader for the team and leads the effective prioritization and delegation of work assignments.
  • Oversee and ensure the identification and engagement of business stakeholders, domain and Subject Matter Experts across all levels of Agile work is completed effectively.
  • Partner with sponsors and key stakeholders to gain an understanding of the needs, measures, and risks & controls for the improvement area.
  • Provide guidance and oversight at the portfolio, program and project level plans related to schedule, scope and resources.
  • Teach and emphasize methodology (Agile, Waterfall) principles and structure while creating an environment and mindset of continuous improvement.
  • Works with the business to develop metrics to manage risk, track benefits and adoption (KPIs, KRIs, etc.).
  • Oversee and hold DPOs accountable for applying knowledge and adhering to required Enterprise processes, procedures, controls, standards, tools and templates. (EPMO, SDLC, FFIEC, DDLC, etc.).
  • Coach and mentor Product Owners.
  • Build and oversee a team of employees through ongoing execution of recruiting, development, retention, performance management, and managerial activities.
  • Ensure risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.


What you have:
  • Bachelor's degree; OR 4 years of relevant education and/or experience.
  • 8 years of experience in process improvement, project delivery, business/requirements analysis or directly related business operations/product line.
  • 3 years of direct team lead or management experience.
  • Hands-on experience managing stages of the software or product development life cycle.
  • Expert knowledge and demonstrated use of least one technical software delivery methodology (i.e., Agile, Waterfall, etc.).
  • Experience with and actively drives towards a definition of minimum marketable features and minimum viable products.
  • Experience in Microsoft Office products and product management tools.
  • Expert knowledge and demonstrated experience providing coaching and guidance of Process Engineering Methodologies, project management, and/or Change Management Practices.
  • Experience analyzing business requirements and ability to identify opportunities to streamline business processes in accordance with risk management framework and regulatory requirements.

  • Experience owning strategic technology portfolios and defining product roadmaps that deliver measurable business value, operational efficiencies, and customer outcomes
  • Demonstrated success leading Product Owners and Agile teams in large-scale SAFe environments across multiple programs and portfolios
  • Experience defining product strategies, roadmaps, and investment priorities with business and technology leaders
  • Experience leading complex modernization and system integration initiatives across multiple platforms and teams.
  • Proven ability to influence and align stakeholders across business, technology, operations, risk, and compliance functions
  • Experience managing third-party vendors and strategic delivery partners
  • Experience in establishing and using KPIs, KRIs, and operational metrics to measure adoption, business outcomes, and continuous improvement
  • US military experience gained through military service or gained as a military spouse / domestic partner


Compensation range: The salary range for this position is: $127,310 - $243,340

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location.

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
