Job Summary and Qualifications

The Director Capital Programs is responsible for planning of infrastructure projects across the enterprise. Primary activities include accumulation and evaluation of all submitted project requests, project selection based upon risk criteria, assessment and design RFPs, vendor selection and contracting, and cash flow management. This position provides continual and transparent updates to the overall state of the Capital Program through the use of KPIs, Dashboards, and ad hoc reports, creates and implements corrective action plans when KPIs fall short of their intended objective. Provide regular reports to FacilitiGroup Governance Committee on progress made, Identifies and develops strategic opportunities to enhance the capital delivery model. Perform continual process improvement analysis and implement program enhancements when opportunities are identified, and leads or participates in cross functional teams (FacilitiGroup, Hospital Leadership, Design & Construction, Engineering, International Division, Capital Planning Analytics, Internal Audit, Tax, and Corporate Accounting) to develop or enhance processes, controls, training plans, or special initiatives

This position is instrumental in leading performance improvement transformation initiatives to drive improved process efficiencies, enhanced personnel performance, improved project cost reporting capabilities, stronger internal controls and greater transparency of data

What you will do in this role includes:

  • Lead program management team that prioritizes capital needs and executes building infrastructure projects
  • Assist in mapping out the strategic vision of the Program Delivery team; manage communication and execution of the plan
  • Identify risks and inefficiencies within current processes and develop new processes as needed
  • Develop project assessment and design RFP bidding platform and management of RFPs once established
  • Streamline existing processes to more effectively initiate and execute capital projects
  • Ensure current project allocation and project cash flow is up to date and on target
  • Confirm pay applications are in line with project progress
  • Provide guidance on corporate regulations as they relate to capital projects
  • Communicate with Capital Planning Analytics, Corporate Accounting, Tax, and Internal Audit to refine processes in the interest of corporate compliance
  • As needed, Director of Program Management organizes and leads cross functional teams (FacilitiGroup, Hospital Leadership, Design & Construction, Engineering, International Division, Capital Planning Analytics, Internal Audit and Corporate Accounting) to develop or enhance processes, controls, training plans, or special initiatives
  • Work closely with Departmental and Company Leadership to facilitate adoption of our process improvements and system implementations. Post implementation, this position will continue to be the primary interface with Company Leadership to ensure ongoing process improvements are implemented and reporting requirements are met
  • Collaborate with the Director of Capital Project Management with project control functions of FacilitiGroup to ensure strong internal controls are maintained over contractor billings, change orders, payments, etc. This role includes working closely with all members of FacilitiGroup as well as Internal Audit to monitor controls and make process enhancements as necessary
  • Collaborate with HealthTrust Financial Operations team on preparation of EMRs and project prioritization methodology
  • Work with Capital Planning Analytics (CAP) and Corporate Accounting to ensure HCA's capital objectives and capital reporting requirements are met
  • Identify trends and target opportunities for cost savings, process enhancements, reporting improvements, etc
  • Track and evaluate internal and external KPIs to facilitate Governance Committee priorities and action plans
  • Conduct yearly performance reviews of direct reports
  • Perform other duties as assigned.
