Electro-Optical Infrared Solutions (EOIRS) is a business unit under Advanced Products and Solutions (APS), one of five Strategic Business Units under Raytheon. We are seeking a Director of Business Development for our Global Army and Navy (GAN) Electro-Optical Infrared (EO/IR) Team. The Director is responsible for leading the portfolio across three domains - land, surface, and air - on both manned and unmanned platforms with the vision to grow well beyond by 2030.
The Director will be expected to develop and implement strategies to grow the Raytheon EO/IR portfolios for both Army and Navy programs. However, a broad working knowledge of the Department of War is important as there is likely potential for collaboration across all Services. Ideally, the candidate has a background in Army or Navy platforms with EO/IR sensors: Army ground vehicles, rotary wing, or fixed wing platforms. This portfolio is accountable for fiscal year booking targets in the $700M - $800M range with an expectation of growth across the five-year plan to exceed $1B annually.
What You Will Do- Lead Army and Navy specific pursuit efforts, both domestic and international
- Investigate and develop opportunities within both existing and new customer bases (new customer base will focus is primarily the domestic market)
- Represent EO/IR Solutions shaping future Army and Navy and other DoD customer DAS requirements, related customer events, and equipment demonstrations to increase probability of win
- Support other areas of EO/IR Solutions Business Development as neededCustomer/Competitor Intelligence:
- Develop strategy shaping emerging programs for long term production wins with focus on new development programs/EMD phase
- Foster relationships with key Army and Navy customers and influence requirements and clearly articulate DAS and EO/IR Solutions capabilities
- Understand the competitive landscape of DAS and EO/IR sensors and their value in the evolving doctrine of Multi-Domain Operations
- Work across Raytheon to build and grow working relationships with industry partners (OEMs)
- Conduct market analysis, develop strategy and manage execution of the strategy, in conjunction with the Product Line leader and Product Line R&C Lead
- Leverage Raytheon differentiators externally while providing internal teams with an in-depth understanding of the competition
- Hold strategy reviews with EO/IR Solutions leadership for both long- and short-term opportunities and make recommendations on increasing P-win)
- Influence future IRAD investments based on strategy for winning emerging programs
- Identify the critical investments needed through Raytheon processes to create competitive differentiators through pipeline development and customer interface
- Drive IRAD investment and provide intel for teaming and partnership decisions
- Collaborate with RTX Global Government Relations (GGR) at the Federal, State/Local on Public Policy in their advocation and development of new technologies and our solutions
- Travel to meet with customers and shape requirements (50%)

Qualifications You Must Have - Typically requires a University Degree or equivalent experience and minimum 14 years prior relevant experience, or an Advanced Degree in a related field and 12 years' experience
- 10+ years' experience in military, military acquisition, budget planning or requirement development and/or defense industry in capture or business development role
- 5+ years' defense and/or industry experience in the field of Intelligence, Surveillance and Reconnaissance, EOIR Targeting, or EOIR Situational Awareness
Qualifications We Prefer- Experience in both manned and unmanned platforms
- Background in ground armored or rotary wing platforms
- Prior business experience in a Defense company with capture training
- Experience in international business development
- TS clearance

The salary range provided is a good faith estimate representative of all experience levels.
