Job Description Summary
Le Directeur de projet sera responsable de la livraison opérationnelle complète d'un ou plusieurs projets spécifiques du portefeuille Hydro-Québec. Il sera chargé de piloter l'exécution complète du projet afin de maximiser les résultats de chaque projet en termes de trésorerie et de marge, tout en livrant les projets à temps, conformément au contrat et aux processus internes tout en gérant les attentes des clients.

The Project Director will be responsible for the overall operational delivery of one or more specific projects within the Hydro-Québec portfolio. They will lead the full execution of these projects to maximize project outcomes in terms of cash flow and margin, while ensuring delivery on time, in accordance with contractual requirements and internal processes, and effectively managing customer expectations.

Responsabilités

Le directeur de projet est entièrement responsable des activités suivantes :
  • Stratégie d'exécution du projet : sur la base du contrat, élabore et met en œuvre une stratégie globale d'exécution du projet afin d'atteindre les objectifs de performance du projet.
  • Communication : représenter GE auprès du client ; contrôler et gérer cette interface et cette relation. Gérer la boucle de communication interne et externe.
  • Organisation du projet : mettre en place et sécuriser les ressources nécessaires à l'exécution du projet. Organiser l'équipe de projet et s'assurer que les membres de l'équipe ont clairement identifié les rôles, les responsabilités, les interfaces définies et sont habilités dans le cadre de leurs fonctions.
  • Gestion des performances : surveiller en permanence et, si nécessaire, signaler les indicateurs clés de performance (KPI) nécessaires. Prendre toutes les mesures immédiatement nécessaires et prendre des décisions pour garantir les performances financières, temporelles, de qualité et de sécurité afin de maximiser la réalisation des objectifs du projet.
  • Gestion de la qualité, de l'environnement et de la santé et de la sécurité : établir, mettre en œuvre et surveiller le plan qualité du projet, les procédures et le plan EHS. Assurer la meilleure conformité aux spécifications au coût final le plus bas.
  • Gestion des réclamations : définir une stratégie de gestion des réclamations et diriger les actions en conséquence. Traitez les réclamations en déterminant et en menant toutes les actions nécessaires en tenant compte de la stratégie définie.
  • Risques et opportunités : définir un plan de gestion des risques. Mettre à jour et examiner en permanence les risques et les opportunités de chaque projet. Évaluer et déterminer les actions qui profitent à la performance globale du projet. Suivi de la mise en œuvre et des résultats.
  • Processus de projet : assumer l'entière responsabilité du projet depuis la remise des ventes jusqu'à ce que toutes les obligations soient remplies au FAC et/ou la remise au secteur des services (le cas échéant). Prendre les mesures nécessaires pour améliorer le processus global du projet. Fournir des commentaires aux ventes et aux autres fonctions commerciales sur la performance du projet et des processus.
  • Gestion du personnel : constituer, diriger et encadrer une équipe de projet engagée garantissant les performances de plus haut niveau pour chaque projet. Définir les buts et objectifs du projet, évaluer les performances par rapport à ces buts et objectifs, et fournir des plans d'évaluation et de développement des performances à la direction fonctionnelle.
  • Planification de projet : développer et surveiller le calendrier principal, gérer la marge du projet pour assurer l'achèvement des projets dans les délais.


Qualifications / Exigences
  • Diplôme universitaire (B.A.Sc. ou M.A.Sc.) en génie, en gestion de projet, en administration des affaires ou dans un domaine connexe.
  • Minimum de 10 ans d'expérience en gestion de projet, de préférence dans le secteur de l'énergie hydroélectrique ou de la construction.
  • Leader opérationnel, orienté résultats, capable de gérer des situations complexes et de prendre des décisions éclairées sous pression.
  • Capacité à prioriser et à gérer efficacement de multiples tâches et priorités dans un environnement de projet complexe.
  • Excellent français et anglais parlé et écrit (niveau de français avancé requis).
  • Bonne communication écrite et orale.
  • Connaissances des composantes de centrales hydroélectriques
  • Connaissance des processus et exigences du client Hydro-Québec (atout)
  • Sens de l'organisation et rigueur dans la structure de travail
  • Excellentes compétences interpersonnelles, esprit d'équipe et autonomie
  • Habiletés en négociation, notamment dans un contexte de gestion de changements et de réclamations
  • Maîtrise de Microsoft Office (Outlook, Word, Excel, PowerPoint, etc.).
  • Doit être disposé à se conformer à la vérification préalable à l'embauche, y compris, mais sans s'y limiter, la vérification des références et des antécédents.


Responsibilities

The Project Director is fully responsible for the following activities:
  • Project execution strategy: Based on the contract, develop and implement an overall project execution strategy to achieve the project's performance objectives.
  • Communication: Represent GE with the customer; oversee and manage this interface and relationship. Manage both internal and external communication loops.
  • Project organization: Establish and secure the resources required for project execution. Organize the project team and ensure team members have clearly defined roles, responsibilities, interfaces, and the authority needed within their functions.
  • Performance management: Continuously monitor and, if necessary, report the required key performance indicators (KPIs). Take all actions and decisions immediately necessary to ensure financial, schedule, quality, and safety performance in order to maximize achievement of project objectives.
  • Quality, environmental, health and safety management: Establish, implement, and monitor the project quality plan, procedures, and EHS plan. Ensure the highest level of compliance with specifications at the lowest final cost.
  • Claims management: Define a claims management strategy and lead actions accordingly. Handle claims by identifying and carrying out all necessary actions in line with the defined strategy.
  • Risks and opportunities: Define a risk management plan. Continuously update and review the risks and opportunities for each project. Assess and determine actions that benefit overall project performance. Track implementation and results.
  • Project processes: Assume full responsibility for the project from sales handover until all obligations are fulfilled at FAC and/or handover to the Services business (where applicable). Take the necessary actions to improve the overall project process. Provide feedback to Sales and other business functions on project and process performance.
  • People management: Build, lead, and coach a committed project team that ensures the highest level of performance for each project. Define project goals and objectives, evaluate performance against these goals and objectives, and provide performance evaluations and development plans to functional management.
  • Project planning: Develop and monitor the master schedule, and manage project float to ensure timely completion of projects.


Qualifications / Requirements
  • University degree (B.A.Sc. or M.A.Sc.) in Engineering, Project Management, Business Administration, or a related field.
  • Minimum of 10 years of experience in project management, preferably in the hydroelectric power or construction sector.
  • Operational leader, results-oriented, able to manage complex situations and make sound decisions under pressure.
  • Ability to prioritize and effectively manage multiple tasks and priorities in a complex project environment.
  • Excellent spoken and written French and English (advanced French level required).
  • Strong written and verbal communication skills.
  • Knowledge of hydroelectric power plant components.
  • Knowledge of Hydro-Québec's processes and requirements (an asset).
  • Strong organizational skills and disciplined work structure.
  • Excellent interpersonal skills, team spirit, and ability to work independently.
  • Negotiation skills, particularly in the context of change management and claims management.
  • Proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint, etc.).
  • Must be willing to comply with pre-employment screening, including but not limited to reference and background checks.
