Description POSITION DESCRIPTION: The Development Manager leads pre-NTP development activities across Qcells' DG solar and standalone ESS portfolio.
The role spans three core functions:
- Development due diligence to support acquisitions including permitting and land related investigations.
- Lead acquired projects from Close to NTP in conjunction with other Development team.
- Support early-stage greenfield ESS development, with a focus on the Northeast and Midwest.
This is a development execution role and requires deep expertise in permitting, land use, and early engineering.
RESPONSIBILITIES Primary Responsibilities (Pre-NTP Focus) - Lead development of DD across permitting, zoning, environmental, and land use.
- Support validation of program eligibility (VDER/ICSA/PWA, IL ABP, NJ SREC-II, MD CSI).
- Review early engineering and site constraints with internal teams.
- Identify gating items and critical path issues.
- Prepare concise DD summaries and development risk memos.
Quarterbacking Projects (Close to NTP) - Own NTP schedules, risk registers, and development budgets.
- Drive permitting, land use approvals, environmental deliverables, and utility tasks.
- Manage consultants (survey, civil, environmental, geotech, counsel).
- Align closely with Transaction and Construction Leads for smooth handoffs. Ensure ITC compliance (energy community, brownfield, domestic content).
- Provide clear weekly updates and timely escalations.
Cross-Functional Leadership - Maintain alignment with Acquisitions, Engineering, Interconnection, Policy, Finance, and Legal.
- Manage external consultants and local stakeholders efficiently.
REQUIRED QUALIFICATIONS - Bachelor's degree in finance, economics, or a related quantitative field. MBA or advanced degree preferred.
- 6-+ years of professional work experience in renewable energy development with DG solar and/or ESS experience
- Expertise in matters associated with permitting, real estate, and NTP processes.
- Strong knowledge in DG markets (NY, IL, NJ, MD) and community solar / state program rules.
- Fluency in incentive compliance (VDER/ICSA/PWA, ABP, SREC-II, CSI) and PJM/GETS participation for storage.
- Familiarity with ITC pathways (energy community, brownfield, domestic content).
- Proven ability to manage complex, multi-stakeholder development workflows.
- Excellent communication skills with strong risk identification and escalation judgment.
- Technically conversant in ESS fundamentals
Preferred Qualifications - Direct experience with development in PJM or Northeast/Midwest markets.
- Strong analytical and commercial problem-solving skills.
- Ability to manage consultants and external resources.
- Proficiency in MS Office; familiarity with GIS, CAD, and PM tools.
