JOB SUMMARY

This position is located in the Development Center Division of the Development Services Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The Development Center Liaison coordinates and facilitates business and land development projects by serving as a liaison among applicants, City departments, and other stakeholders throughout the development review process.

ESSENTIAL JOB FUNCTIONS
  • Serving as the primary point of contact and liaison to the development community, business owners, entrepreneurs, and the media, as appropriate.
  • Representing the City throughout the development review process.
  • Acting as a member of the management team by assembling stakeholders and coordinating resources from multiple City departments to facilitate problem-solving and advance public and private development projects.
  • Responding to inquiries and providing information regarding technical codes, development review processes, permitting requirements, and inspection services.
  • Assisting in resolving customer service complaints and ethical issues by developing code-compliant solutions.
  • Identifying and recommending process improvements to eliminate organizational barriers and enhance service delivery.
  • Collaborating with the City's Public Information and Marketing Department to develop educational and outreach materials related to the private development process.
  • Communicating with City departments, contractors, consultants, neighborhood organizations, and other stakeholders regarding construction projects, licenses, permits, and inspection services.
  • Informing, educating, facilitating, and mitigating construction-related issues affecting businesses, residents, governmental entities, and community organizations.
  • Fostering positive relationships with internal and external stakeholders to support successful project outcomes and community engagement.
  • Overseeing section staff, by assigning and reviewing work and providing general direction and oversight.

MINIMUM QUALIFICATIONS
  • Bachelor's degree in public administration, business administration, planning, construction management, engineering, architecture, or a related field; or an equivalent combination of education and progressively responsible experience in development services, permitting, construction, planning, code enforcement, engineering, project management, or a related field.
  • Minimum of three (3) years of experience supervising, leading, or coordinating professional, technical, and/or clerical staff.
  • Minimum of three (3) years of experience interpreting and applying building, zoning, engineering, planning, land use, or other applicable municipal codes, ordinances, policies, and regulations.
  • Possession of an International Code Council (ICC) Permit Specialist Certification.

NOTE: The employee will be required to possess or obtain a valid International Code Council (ICC) Permit Specialist Certification within twenty-four (24) months of the date of hire, promotion, transfer, or demotion. Continued employment is contingent upon obtaining a valid ICC Permit Specialist Certification within twenty-four (24) months of the date of hire, promotion, transfer, or demotion.
