DESCRIPTIONThe County of Yolo is recruiting to fill one (1) regular position in the class of Deputy Public Administrator at the Yolo County Sheriff's Office.
The PositionThe incumbent will be asked to conduct fieldwork as part of their regular duties in homes that may have bad odors, pest infestations, garbage, or other refuse. The ideal candidate will be dependable, honest, and eager to learn. A DPA is a member of a small team, performing investigations and managing a probate caseload. Typing and computer skills, including the ability to perform internet searches using both social media and other databases, are necessary. Note-taking and clearly articulating thoughts are required. Fieldwork will include visiting banking and government offices, as well as searches of residences to retrieve valuables and documents. The conditions of these properties can be unsanitary and contain massive clutter. The ideal candidate will be flexible and adaptable.
Definition Under general supervision, to administer the business affairs of decedent's estates in probate; to perform routine administrative and financial tasks involved in the processing of estates; to oversee the investigation and inventory of assets; and to perform other work as required.

For important and detailed information regarding the application and selection process for this recruitment, please see the APPLICATION AND SELECTION PROCESS section of this job announcement below.ESSENTIAL FUNCTIONS - Manage estate assets, secures personal property, handles notes and mortgages, pays insurance premiums, collects receivables and negotiates leases and rentals of property; supervises the operations of a business or closes a business down when it is in the interest of the estate; maintains financial records of estates in probate; as directed assists in managing conservatorship estates.
- Notifies law enforcement agencies to monitor vacant properties; meets and corresponds with heirs, relatives, attorneys, other governmental agencies, title companies, banks, etc.; examines creditor's claims for validity and form; investigates estate cases and prepares investigation reports.
- Performs and supervises preliminary appraisals of estates or the removal and storage of transportable assets; upon appointment by court as administrator, determines assets to be converted; transfers control of stock and bonds to P/A control, conducts sales of personal and real property; assists in liquidating assets of estates.
- Secures contents of safe deposit boxes; applies for insurance, social security, veterans, and other benefits; arranges for funerals, reviews, approves or denies County indigent cremation and/or burial applications; prepares detailed reports of transactions affecting each estate as required by law.
- Directs the preparation of state inheritance tax form; reviews inquires and prepares responses for persons interested in status of estates; represents the Public Administrator in court; maintains and reconciles case accounting records.
MINIMUM QUALIFICATIONSExperience: One year of experience as a Guardian Technician in Yolo County; or one year of technical experience in estate administration or management, or related investigatory experience, preferably involving the investigation of assets in such fields as trusts, probates, insurance, or banking.
License: Positions in this classification require incumbents to possess and maintain a valid California driver's license, Class C or higher, to carry out job related duties. Individuals who do not meet this requirement due to a physical or mental disability may request a reasonable accommodation.
Knowledge of: the Public Administrator's functions and related laws, regulations and codes; practices and methods used in estate and financial investigations to determine decedents assets, including rent and personal property; real property management; real estate practices; banking and other financial procedures, functions and procedures of Probate as it relates to administering estates.
Ability to: administer the estates of decedents which involve managing and protecting assets, paying of taxes, maintenance of real property; the safe-keeping of personal effects; interpret and apply laws and regulations related to Public Administrator's work; prepare clear and concise reports; establish and maintain effective working relationships with those contacted in the course of the work; establish and maintain accurate financial records; perform tasks requiring physical strength such as moving client property; lift items up to 50 pounds. May be assigned to carry a pager and respond to crisis situations.
