About the branch:
The Fire and Life Safety branch provides departmental coordination and support in developing and implementing fire prevention related safety management programs. The branch consists of the Fire Marshal's Office, which protects lives and property from structural fires and other emergencies, and operates enforcement, fire protection, suppression, and safety-related programs.

About the role:
Reporting to the Director, Fire and Life Safety, this position performs technical and specialized work in the area of fire and life safety, contributing to the effective administration and enforcement of Yukon's Fire Prevention Act and Regulations. Primary activities include development and oversight of firefighter and staff training programs, support to Yukon fire departments, administration of training records and certification systems, training curriculum development, public fire safety education, and supporting fire inspection, investigation and enforcement activities as required.

Key responsibilities of this position include developing and maintaining standardized training curricula for firefighters and staff, preparing multi-year training plans, resource forecasts, and associated budget requirements, and ensuring compliance with legislated, regulatory, and certification-based training requirements. The role also coordinates training delivery, instructor resources, and course schedules across the territory, establishes and oversees training records management and certification tracking systems, and supports public education initiatives and fire prevention outreach activities.

Essential Qualifications:
Please submit your resume clearly demonstrating how you meet the following qualifications - specifically - how your work experiences and related duties align with the essential qualifications shown below. Candidates will not be solicited for incomplete or possible missing information.

• Experience conducting inspections to ensure compliance with legislation, code, and/or standards;
• Experience conducting post-incident investigations and producing finding reports;
• Experience interpreting, applying and enforcing legislation, codes and standards;
• National Fire Protection Association (NFPA) 1001 or Yukon Firefighter 1; and
• Experience developing and implementing procedures and guidelines.
• Experience serving as a Fire Service Instructor, Training Officer, Chief Training Officer (CTO), Training Coordinator, or equivalent role responsible for firefighter training and professional development along with certifications as NFPA 1521 Incident Safety Officer and NFPA 1041 Instructor II would be considered a strong asset.
• National Fire Protection Association (NFPA) 1033 - Fire Investigator and/or National Fire Protection Association (NFPA) 1031 - Fire Inspector level 1 would be considered assets.

Candidates who have education, training, and/or experience equivalent to the essential qualifications listed above may be equally considered.

• Understanding of modern firefighting and rescue practices including firefighter health and safety programs and systems.
• Excellent interpersonal, leadership and conflict management skills
• Proficient using computer programs including Microsoft Office Suite.
• Knowledge of adult learning principles and instructional design.
• Ability to develop, implement and evaluate standardized training programs.
• Ability to coordinate training delivery across multiple locations and stakeholder groups.
• Strong project management and organizational skills.
• Ability to maintain accurate training, certification and compliance records.
• Ability to identify legislative and certification requirements and develop training strategies to meet compliance obligations.
• Strong oral and written communication skills
• Ability to establish and maintain effective working relationships with internal stakeholders, various levels of government, and members of the public.
• Ability to critically think, problem-solve, and make sound decisions during times of high-stress.

Job Requirements:

This position is required to work extended or irregular hours including weekends as required. This position is required to be on-call outside of office hours on a rotational basis.

Work Environment

• Primarily in an office setting.
• Requirement to wear and maintain a work uniform.
• Requires travel approximately 25% of the time. Primarily by road, but sometimes by aircraft. Incumbent will be expected to drive in winter conditions.
• Exposure to potentially hazardous environments while conducting inspections, supporting emergency incidents, delivering training, or participating in incident investigations. The incumbent may occasionally be required to enter damaged structures, work around fire-damaged materials, and wear personal protective equipment, including turnout gear and respiratory protection, as required. The incumbent is expected to follow established safety procedures and utilize available health and wellness resources.
• Exposure to loud noise or other environments that require the wearing of personal protective equipment.
• Occasional work in an outdoor setting that may involve exposure to extreme climates and adverse weather conditions during the winter and summer months.
• Frequently required to work outside of regular business hours to attend meetings, complete training, and travel.
