SALARY: $85,051.20 - $94,369.60 annually, Grade 14

ABOUT THE ROLE:

Under the direction of the Finance Director, independently performs complex professional financial and administrative duties coordinating the accounting and budgetary operations of the County. Reviews financial work, resolves matters within delegated authority, and serves as a technical resource to elected officials, department heads, staff, and the general public.

RESPONSIBILITIES:
  1. Manage and perform complex administrative duties and professional work in coordinating the accounting and budgetary operations of the County, including review of County revenues and expenditures.
  2. Responsible for assisting department heads in preparation and review of annual budgets, review journal entries, maintain procedures for accounting processes, internal audits, and internal controls.
  3. Responsible for assisting in the computation of mill levies for all taxing districts in the County in accordance with state statute, assist with the preparation of tax abstracts for the state and prepare financial data/information.

ESSENTIAL JOB DUTIES:
  1. Assist the Finance Director with the County budget preparation including compiling departmental requests, preparing projections, and analyzing financial information. Works with the County Administrator, Finance Director, and Treasurer in conducting budgetary hearings. Assists with final budget preparation and communication.
  2. Prepare County Investment and Budget reports on a quarterly basis and distribute to appropriate elected officials, department heads, and general public.
  3. Prepare and monitor journal entries, tax abstracts for the state, and review bank statement and other reconciliations as directed.
  4. Assist in the annual property taxation process including calculation of mill levies, preparation of tax statements, and preparing assessment list/abstract and tax abstract.
  5. Responsible for the administration of the County's liability insurance policies to include claims filing and monitoring.
  6. Prepare and process end-of-year adjusting entries and schedules for annual audit; assist in the preparation of annual financial statements; assist with audit preparation and implementation of necessary recommendations for internal controls and/or other needed revisions.
  7. Assist with the administration and monitoring for federal grant programs. This includes the research and interpretation of federal and state regulations.
  8. Preparation of presentations, records, and reports such as flow charts/diagrams, statistical analyses, tax reports, budget reports, federal and state reports.
  9. Serve as backup to the Finance Director in the preparation of finance items for the Commissioner meetings.
  10. Perform responsibilities in a manner that clearly shows effective communication and cooperation and that promotes open exchange of information, respect, high ethical standards, and professionalism.
  11. Perform other duties as required and/or assigned.

Requirements

  1. Bachelor's Degree with major coursework in accounting or business administration or related field and three years related experience in accounting, finance, budgeting, auditing, or financial administration, or an equivalent combination of education and experience.
  2. Ability to research, interpret, and apply accounting standards, statutes, regulations, and policies while analyzing complex financial issues and developing recommendations.
  3. Prepare and review complex financial reports and analyses while coordinating projects, reviewing work, providing technical guidance, and communicating corrections.
  4. Must possess excellent communication skills to establish and maintain effective working relationships with County officials and employees, and the general public.
  5. Must possess computer skills with proficiency in MS Excel. Must have the ability to plan, organize, coordinate, and review the work of others, and analyze, interpret, and prepare reports and records.
  6. Must have valid North Dakota drivers license with clean driving record.
  7. Applicants will be subject to a standard post offer background and criminal records check.
  8. Candidates must already be authorized to work in the United States on a permanent basis. Visa sponsorship is not available for this role.
