DescriptionThe Deputy Executive Director serves as the second-in-command to the Executive Director and provides executive leadership for the agency's operational, strategic, and growth functions. This position partners closely with the Executive Director and senior leadership team to advance organizational effectiveness, sustainability, and service excellence.
The Deputy Executive Director is responsible for leading daily agency operations, driving business development and grant management, strengthening internal systems, and ensuring alignment between strategy, performance, and resources. The position exercises significant independent judgment and authority and serves as Acting Executive Director as assigned.
Executive Leadership and Strategy
• Serve as a strategic partner to the Executive Director in agency leadership and long-term planning
• Lead development, implementation, and monitoring of strategic initiatives
• Support board and executive-level strategic planning activities as assigned
• Provide leadership in organizational change and innovation
• Establish and enforce agency-wide operational policies and procedures
• Lead continuous process improvement and systems optimization
• Develop and monitor key performance indicators and operational metrics
• Resolve operational barriers and interdepartmental conflicts
• Supervise and evaluate designated department leaders and managers
• Direct staffing, performance management, and corrective actions within assigned divisions
• Support leadership development and succession planning
• Promote a culture of accountability, collaboration, and professional excellence
• Partner with the Finance Director and Executive Director on budgeting, forecasting, and financial planning
• program and grant financial performance and sustainability
• Monitor fiscal risks related to operations and expansion
• Approve operational expenditures within established authority limits
• Ensure alignment between operational decisions and fiscal capacity
• Lead agency-wide grant development, submission, and implementation processes
• Oversee grant compliance, reporting, and performance in collaboration with Finance and Program Leadership
• Identify and pursue new funding and partnership opportunities
• Lead development of new service lines and program expansion initiatives
• Negotiate operational components of contracts and funding agreements
• Represent the agency in county, regional, and community forums as delegated
• Serve as Acting Executive Director in the absence of the Executive Director
• Exercise executive authority in time-sensitive situations
• Represent the agency in high-level meetings as assigned
• Make operational and administrative decisions within assigned scope
• Establish and enforce agency-wide operational standards
• Supervise and evaluate designated leadership staff
• Approve expenditures and resource allocations within established limits
• Lead grant development and business expansion initiatives
• Serve as Acting Executive Director when assigned
RequirementsJob RequirementsEssential• Must pass all required Background Checks.
• Must possess a valid Virginia Driver's License with reliable transportation and driving record acceptable to agency insurance carrier.
• Must obtain a TB test with satisfactory results within 30 days of employment, and yearly thereafter as required by licensing authority.
Education• Master's degree in Business Administration, Public Administration, Behavioral Health, Healthcare Administration, or related field
Experience• Minimum of seven years of progressively responsible leadership experience in behavioral health, healthcare, or human services
• At least three years of senior management or executive-level experience
• Demonstrated experience in operations management, strategic planning, and organizational leadership
• Experience with grants management, public funding, and contract administration
• Knowledge of behavioral health regulatory and funding environments
Preferred Competencies• Experience in public or county-based behavioral health systems
• Experience leading organizational growth and program expansion
• Experience working with governing boards
