Summary

This position is for the Deputy Directorate Head in the Directorate for Technology, Innovation and Partnerships (TIP) at the U.S. National Science Foundation (NSF).

Duties

Help

The Deputy Directorate Head is responsible for directing and supervising the overall structure and effectiveness of the Directorate for Technology, Innovation and Partnerships (TIP), in accordance with the NSF Strategic Plan and Agency priorities.

The incumbent is responsible for administering programs and activities supporting research, innovation, and workforce development in TIP. This responsibility includes support for testbeds; interdisciplinary research centers; large, coordinated field projects; and support for individual investigators and research groups.

The incumbent may supervise professional, technical, and administrative personnel. The incumbent reports to the TIP Directorate Head and fully participates with the NSF Assistant Director for TIP, TIP Directorate Head, and other senior organizational leadership in the management of their assigned technical activities. The incumbent works collaboratively with the Assistant Director, Directorate Head, and the Chief of Business Operations. This position provides executive level leadership and direction for their specific assigned organizational units. The incumbent provides management and direction to unit activities. The incumbent may serve as Acting Assistant Director and/or Directorate Head in the Assistant Director's and/or Directorate Head's absence, respectively.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

  • TQ 1: Executive-level experience in and leadership of grant administration and fiscal management to achieve program goals, gained in academia, government, and/or the private sector.
  • TQ 2: Skill in balancing complex and diverse program demands and available resources while building on the expertise and knowledge of researchers and educators in multiple disciplines to develop and implement approaches and programs that address important cross-cutting national challenges and priorities in STEM-driven innovation.


EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

  • ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.


Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Additional information

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, and there are no grade restrictions.

Relocation expenses WILL NOT be paid.

The selected candidate(s) may be subject to a background investigation.

In order to be considered for federal appointments, Non-Citizens must affirm that they meet the Appropriations Law eligibility criteria by signing and attaching this Citizenship Affidavit to their application. Non-citizens who do not provide the affidavit at the time of application will not be considered. Non-Citizens who are exempt from the Appropriations Law requirements due to their status as officers or employees of the U.S. government on December 16, 2009 must provide a statement with their application noting their exemption with documentation of proof of status as officers or employees of the U.S. government on that date. Non-Citizens are not eligible for positions requiring a security clearance.

Veterans Preference: Veterans' preference is not applicable to the SES.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Tiering: The Agency structures its SES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Agency.
