Summary

The Deputy Director manages the development and implementation of regulatory policies for meat, poultry, and egg inspection. Manages FSIS recall actions, coordinates outbreak investigations, and provides expert advice on domestic and International operations. Directs staff activities to assess contamination incidents, leads recall committees, and establishes public health objectives. Represents FSIS nationally and internationally, overseeing staff, program management, and stakeholder engagement.

Duties

• Provides administrative and technical direction supervising a staff of food safety inspection professionals.
• Manages and coordinates FSIS recall activities.
• Formulates, recommends, and implements technical analyses covering a broad range of inspection and enforcement activities affecting domestic and international food safety operations.
• Maintains surveillance of significant developments and events related to domestic and international food safety operations.
• Coordinates fact finding and investigative actions involving contamination events affecting regulatory food safety operations.
• Develops, publicizes, and garners support for the program agenda by meeting with internal and external stakeholders.
• Represents FSIS as a subject matter expert in regulatory operations with various internal and external stakeholders.
• Develops immediate and long-term solutions to situations that are unique, unprecedented, and sensitive or controversial in nature.
• Develops briefings and technical reports documenting the findings of analyses involving a broad range of regulatory operations affecting food safety.

Requirements

Conditions of employment

• You must be a US Citizen or US National.
• Males born after 12/31/1959 must be Selective Service registered or exempt.
• Subject to satisfactory adjudication of background investigation and/or fingerprint check.
• May be required to successfully complete a probationary or trial period, unless previously served. Refer to the Next Steps section for more information.
• Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience: You must have at least one year of specialized work experience equivalent to the GS-13 grade level in the Federal service performing duties which include:

• Managing, directing, supervising, staffing, coordinating, and evaluating operational functions or activities;
• Developing the ability of others to perform and contribute to an organization;
• Managing and resolving conflicts and disagreements;
• Formulating, recommending, and implementing technical analyses covering inspection and enforcement activities affecting regulatory operations;
• Maintaining surveillance of developments related to regulatory operations, and developing briefing documents and technical reports;
• Managing and coordinating responses to emergency or emerging events;
• Applying analyses to develop inspection and enforcement activities;
• Representing an organization as an expert on regulatory operations with stakeholders;
• Utilizing and maintaining data systems.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
