About the Role:

A compliance manager develops, implements and oversees designated compliance programs and associated policies and procedures. The role individually contributes and leads others to achieve successful outcomes relative to the Bank's Compliance Management System and Corporate Risk Management objectives, with a specific focus on the Community Reinvestment Act (CRA). Assists the Director of CRA Compliance in executing and providing oversight of the Bank's CRA Program.

The Compliance Manager works cross-functionally to ensure the Bank's CRA objectives are carried out in accordance with the Bank's Risk Appetite and all applicable state and federal banking laws, rules, and regulations. The role has direct interface with the Bank's regulators, the Bank's Executive Leadership Team, and serves as a liaison and maintains relationships with nonprofit/community partners.

  • Extensive CRA regulatory knowledge and application; demonstrate strong competencies and keeps up to date on regulatory changes within the CRA
  • Develop and implement CRA compliance program and policies under the direction of the Director of CRA Compliance.
  • Oversee the reporting, collection, and management of CRA activities (lending, investment, and service) based on regulatory framework to satisfactorily meet the credit needs of the community, consistent with safe and sound operation of the Bank
  • Prepare analysis on branching activities, such as potential branch openings, closings, relocations and its impact on LMI neighborhoods according to CRA framework
  • Assist in the preparation of key CRA Program documents, including peer-bank analysis, self-assessments, and performance context reports
  • Conduct training and deliver presentations on CRA and other related topics to various audiences which may include but is not limited to internal working groups, committees, and external parties, as needed
  • Oversee designated components of Compliance Management System (CMS) policies and programs
  • Provide technical regulatory compliance consultation and advice.
  • Supervise, coach, and mentor one or more staff members in the compliance function. May be asked to train others and teach coursework as subject matter expert.
  • Follows all Bank policies and procedures, compliance regulations, and completes all required annual or job-specific training.
  • Maintain a working knowledge of Bank's written policies and procedures.
  • May represent Columbia Bank to Industry or community organizations - attend conferences, seminars, or other events as needed.

About You:

  • College degree preferred
  • 5+ years of experience in CRA Compliance for a large financial services institution or regulatory agency preferred
  • 5+ years of related supervisory/management experience preferred
  • Experience with CRA Compliance Exam management preferred
  • Experience with FHLB Des Moines Community Programs preferred
  • Demonstrated ability to read, interpret and apply regulatory requirements to areas of responsibility
  • Ability to foster teamwork and work in complex environments
  • Experience leading, coaching, and mentoring teams and working across various business lines preferred
  • In-depth and wide-ranging knowledge of CRA regulation and company policies and procedures
  • Ability to develop and present CRA compliance strategies
  • Risk management and project management experience desired
  • Strong written and verbal communication skills
  • Takes personal initiative, has self-discipline with a high degree of self-management, and is a positive example for others to emulate
  • Expert proficiency with Microsoft Office Suite (Outlook, Word, Excel, PPT)
  • Must have familiarity (experience preferred) in CRA Software such as RiskExec/CRAWiz/CyberGrants/Kadince, etc.
  • Occasional travel may be required


The pay range for this role is $130,000 - $150,000.

The pay rate for the selected candidate is dependent upon a variety of non-discriminatory factors including, but not limited to, job-related knowledge, skills, and experience, education, and geographic location. The role may be eligible for performance-based incentive compensation, and those details will be provided during the recruitment process.

Primary Location: Ability to work fully onsite at posted location(s).
