Summary Description
The City of Oak Creek is seeking a Deputy City Engineer to serve as a senior leader within the Engineering Department. This position coordinates municipal engineering operations, private development review, infrastructure project delivery, staff and consultant oversight, and long-range infrastructure planning.
This role directly impacts public infrastructure and private development in a growing community while working across City departments and with developers, consultants, contractors, utilities, elected officials, residents, and other stakeholders.

Duties, Functions and Supervision/Accountability
This position is directly accountable to the ACA/City Engineer and provides leadership and supervision for assigned Engineering Department staff and consultants. Key responsibilities include:

  • Serve as the ACA/City Engineer's operational designee on assigned project, development, staff, and interdepartmental matters.
  • Lead daily Engineering operations by coordinating priorities, workload, schedules, resources, and service delivery across development review, capital projects, field operations, and infrastructure-related activities.
  • Oversee private development review and entitlement coordination, including Engineering comments, conditions, infrastructure requirements, agreements, and approvals.
  • Provide high-level review and decision support for complex engineering, development, construction, infrastructure, and regulatory matters.
  • Supervise and mentor assigned Engineering staff and coordinate consultant and contractor performance for assigned Engineering services.
  • Direct capital infrastructure project delivery and support long-range infrastructure planning, including scope, schedule, budget, funding, asset needs, stakeholder coordination, and issue resolution.

  • Respond to complex inquiries and support stormwater, drainage, floodplain, environmental, erosion control, and regulatory coordination.

Qualifications
Qualified applicants must possess a bachelor's degree in civil engineering or a related field and at least seven (7) years of responsible civil engineering experience, including at least two (2) years of supervisory experience. Previous experience in municipal design, construction, planning, and real estate is highly desirable.
A valid Wisconsin motor vehicle operator's license is required. Candidates must be registered as a Professional Engineer with the Wisconsin Examining Board of Architects, Professional Engineers, Designers, and Surveyors, or be able to obtain registration within six (6) months of starting employment with the City.
Qualified candidates should have strong knowledge of municipal engineering, public infrastructure systems, development review, capital project delivery, construction/contract administration, and applicable regulations. Candidates should also be able to lead staff, manage competing priorities, interpret plans, specifications, ordinances, agreements, and technical reports, exercise sound professional judgment, and communicate effectively with internal and external stakeholders.

Special Conditions of Work

This position is the standard 40 hours per week.
Paid Time Off (PTO) Schedule
1-3 Years 23 days per calendar year (pro-rated first year)
4-6 Years 25 days per calendar year
7-9 Years 28 days per calendar year
10+ Years 30 days per calendar year
Holidays: Ten (10) per year as outlined in the City of Oak Creek Personnel Manual.
Health Insurance: The City offers a self funded medical plan. Specific plan offered is subject to change each calendar year. Employee is eligible for coverage on the first of the month following 30 days of service. Employee contributes toward monthly premium. Employees who waive health insurance are eligible for a waiver incentive paid into a deferred compensation plan; $3,000 for waiving family coverage, $1,500 for waiving single coverage.

Dental Insurance: Delta Dental or CarePlus plan. Specific plans offered are subject to change each calendar year. Employee is eligible for coverage on the first of the month following 30 days of service. City pays 100% of premium.
Vision insurance: Voluntary (employee-paid) plan available through Superior Vision. Employee is eligible for coverage on the first of the month following 30 days of service. Family, limited family, and single options available.

Flexible Spending Accounts (Section 125 plan): Medical Reimbursement and Dependent Care available for pre-tax savings on expenses. Pre-tax payroll deductions can be used to offset the cost of these expenses.
Pension: Wisconsin Retirement Fund. Employee pays employee share of WRS contribution rate each pay period pre-tax.
Life Insurance: Basic Life insurance equal to annual salary. Paid for by the City through the Wisconsin Retirement System. Effective the first of the month after 31 days of service. Additional units available at employee cost. Spouse and dependent coverage also available.

Long Term Disability: The City provides and pays for core plan coverage for 75% of wage up to $27,000; employee has the option to buy-up up to 75% of full wage.

Deferred Compensation (Section 457 retirement plan): Employees may contribute via payroll deduction toward a deferred compensation plan. Pre-tax and Roth options are available.
