DEFINITION
Under the general direction of the Chief Probation Officer, this management position is a sworn peace officer pursuant to Section 830.5 of the California Penal Code. The Deputy Chief Probation Officer assists in the planning, organizing, directing, and administering of all adult and juvenile probation services; oversees operational, administrative, and supervisory functions of the department; ensures compliance with applicable laws, regulations, policies, and court directives; assists in the administration of juvenile detention services, secure youth treatment, youth placement, community corrections, rehabilitation, and evidence-based intervention programs; provides leadership in budget development, personnel management, training, strategic planning, and organizational development; provides highly responsible and complex professional assistance to the Chief Probation Officer in areas of expertise; serves as the Chief Probation Officer's principal designee(s) in his or her absence; and performs related duties as required.

SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Chief Probation Officer.
Exercises direct and indirect supervision over supervisory, professional, and technical personnel. May exercise direct and indirect supervision over administrative support staff as directed by the Chief Probation Officer.
Examples of Duties
EXAMPLES OF ESSENTIAL FUNCTIONS
Assists the Chief Probation Officer in planning, organizing, coordinating, and administering the operations and programs of the Probation Department.
Assists in the development, implementation, and evaluation of departmental goals, objectives, policies, procedures, and strategic initiatives.
Assists the Chief Probation Officer in organizational development, succession planning, workforce planning, and leadership development initiatives.
Supervises, trains, mentors, and evaluates management, supervisory, professional, technical, and clerical personnel; provides guidance and support; and recommends and implements disciplinary action as necessary.
Reviews reports, recommendations, and work products prepared by subordinate staff for accuracy, completeness, and compliance with applicable laws, regulations, policies, and professional standards.
Assists in the preparation, administration, and monitoring of departmental budgets, grants, contracts, and fiscal activities.
Assists in the oversight and administration of adult and juvenile probation services, pretrial programs, community corrections, rehabilitation programs, evidence-based practices, and other specialized services.

Provides leadership and operational oversight of juvenile detention services, secure youth treatment programs, youth placement services, and contractual partnerships with regional providers as assigned.

Assists subordinate staff with difficult, complex, sensitive, or controversial cases and administrative matters.

Coordinates departmental activities with the Superior Court, law enforcement agencies, County departments, community-based organizations, educational institutions, treatment providers, and other governmental agencies.

Represents the department at meetings, committees, public forums, and community functions as directed or in the absence of the Chief Probation Officer.

Assists in labor relations activities, personnel matters, organizational development, succession planning, and workforce initiatives.

Develops, coordinates, and evaluates departmental training programs to ensure compliance with Standards and Training for Corrections (STC) requirements and professional best practices.

Prepares or assists in the preparation of grant applications, statistical reports, annual reports, strategic plans, and other administrative documents.

Monitors changes in federal, state, and local laws, regulations, court decisions, and professional standards affecting probation operations and recommends appropriate policy and procedural changes.

Assists in developing and maintaining effective crime prevention, intervention, diversion, and delinquency reduction programs.

Performs administrative duties including preparing reports, correspondence, presentations, policies, procedures, and other official documents; attending meetings; maintaining records; and utilizing modern office technologies and information systems.

Acts on behalf of the Chief Probation Officer during absences and performs related duties as assigned.
Minimum Qualifications
MINIMUM QUALIFICATIONS
Education:
Graduation from an accredited college or university with a bachelor's degree in Criminal Justice, Criminology, Public Administration, Psychology, Business Administration, Behavioral Sciences, Social Sciences, or a similar field is desirable. (Note: Possession of a bachelor's degree is required. Equivalent experience may supplement, but shall not substitute for, the educational requirement).
Experience:
Five (5) years of progressively responsible professional probation experience as a peace officer in a Probation Department, including either:
Two (2) years in a supervisory or management/administrative capacity;
OR
Three (3) years at or above the Deputy Probation Officer III, Senior Probation Officer, or comparable lead classification with demonstrated responsibility for mentoring staff, coordinating specialized programs, implementing departmental initiatives, and performing significant administrative or leadership functions.
Qualifying positions may include Assistant Chief Probation Officer, Supervising Probation Officer, Division Manager, Unit Manager, Deputy Chief, Chief Deputy or other comparable classifications.
Additional Requirements:
Possession of a valid California driver's license at the time of appointment for the class of vehicle driven and the ability to meet the County's insurability requirements. Under certain circumstances, Human Resources may accept a valid driver's license from another State if the applicant acknowledges his/her intent to acquire a California driver's license within three months by signing an acknowledgment form. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions pertaining to this or other essential functions of this classification.

Ability to successfully complete a comprehensive background investigation.

Possession of a certificate of completion of the Probation Officer Core Course as required by the California Board of State and Community Corrections Standards and Training for Corrections (STC).
Completion of the Probation Manager's Core Course as required by STC within one (1) year of appointment.
Possession of PC 832 Arrest, Search, and Seizure certification.
Firearms qualification and training as required if assigned armed duties.
Ability to successfully complete a comprehensive background investigation.
Successful completion of a pre-employment medical examination and any other examinations required by law or County policy.
Eligibility to serve as a California peace officer pursuant to Section 830.5 of the California Penal Code and maintain all standards required by law and County policy.
