Job Title Deputy Chief Operating Officer Location Virginia Beach, VA, US Organization Name Operations Work Schedule and Other Information Brief Description The Deputy Chief Operating Officer (DCOO) supports the COO in overseeing the operation and maintenance of the treatment facilities, interceptor and small community systems, asset management functions, and support services. This role ensures daily operational continuity, regulatory and environmental compliance, performance optimization, and alignment with strategic goals. The DCOO provides executive level leadership with a primary focus on coordination, integration, and execution across multiple operational departments, supporting budget management, long term capital planning, and organizational performance initiatives. The position plays a critical role in operational problem solving, safety oversight, technology integration, and driving continuous improvement. The DCOO ensures coordination across HRSD divisions, supports vertical integration between Operations and Engineering, and serves as the Acting COO when designated. Job Requirements
Education
Required
• Bachelor's degree in Environmental Engineering, Civil Engineering, Mechanical Engineering, Electrical Engineering or related field
Desired
• Master's degree in Engineering Management, Business Administration, Public Administration, or related field
Experience
Required
• Minimum of ten years' leadership experience in a utility industry with demonstrated leadership skills
• Minimum five years' experience leading multidisciplinary teams, including wastewater operations, engineering, and regulatory compliance
• Proven ability to develop and execute strategic plans, operations and maintenance projects, and support the development and execution of large-scale operating budgets
• Experience coordinating enterprise level capital, maintenance, and operational improvement initiatives across multiple divisions
• Strong communication and relationship management skills with the ability to work effectively across all organizational levels and with external partners
• Working knowledge of computers and Microsoft products.
Licenses and Certifications Requirements
Required
• Driver's license from state of residence
• Federal and Virgina Port Authority Transportation Workers Identification Credentials.
Desired
• Licensed Professional Engineer in Virginia
