Description PURPOSE OF CLASSIFICATIONThe purpose of this classification is to manage the activities, staff and daily operations of the County's accounting functions, including payroll, accounts payable, accounts receivable, purchasing, and grant management. This position acts on the CFO's behalf in his/her absence or as needed.

Examples of Duties ESSENTIAL FUNCTIONSThe following duties are normal for this position. Other duties may be required and assigned.Plans and supervises the operations, staff, and activities of the County's accounting functions including general accounting, accounts payable, payroll, accounts receivable, purchasing, and grant management; establishes work priorities and assignments; sets performance goals and objectives; monitors and evaluates accounting operations; and ensures compliance with County policies and procedures.
Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Recommends and assists in the implementation of new or revised accounting systems, procedures, and records. Develops, recommends, and implements organizational and departmental policies and procedures. Implements needed improvements.
Supervises the establishment and maintenance of accounting information in the automated financial information systems; reviews accounting activities and transactions; verifies that account information/balances accurately reflect accounting transactions; identifies and researches discrepancies; initiates corrective actions; and prepares adjusting entries and posts to the general ledger.
Oversees and facilitates the preparation of accounting reports and statements; oversees general ledger monthly close; oversees year end close-outs for all assets, liabilities, revenues, expenditures and fund balance accounts; identifies discrepancies; and prepares journal entries to correct discrepancies.
Reviews and prepares financial reports; submits reports to other departments and state and/or federal agencies as required; and presents, summarizes and/or interprets reports for department managers upon request.
Provides guidance and assistance in the resolution of difficult accounting issues; interprets and resolves accounting problems identified by staff, auditors or other departments; and researches and analyzes information and financial reports, summaries, statistical data, findings and recommendations.
Responds to questions and requests for information from employees, managers, and the general public; explains and interprets accounting policies, procedures and regulations; and resolves complaints and issues which cannot be addressed by subordinate staff.
Assists with developing the County's operating and capital outlay budgets; researches and provides historical data and other accounting information for use in budget development.
Collects, synthesizes and reports information needed for County external audit and oversees the filing of State of Georgia required reports.
Manages accounting software and document management software.
Receipts revenue and makes bank deposit.
Maintains the accounting records for state and federal grants. Assists in developing, preparing, and reviewing state and federal grant budgets and reimbursement requests.
Serves as a back-up for solicitation permits, budget transfers and other immediate requests in the absence of other Finance staff.
Serves as Payroll backup. Oversees the preparation of all quarterly and annual reports and forms.
Assists CFO with special projects as needed.
Acts on the CFO's behalf in his/her absence or as needed.
Maintains charts, databases and spreadsheets of accounts.
Operates a personal computer, and general office equipment as necessary to complete essential functions, to include the use of project management, financial reporting, word processing, spreadsheet, database, or other system software.
ADDITIONAL FUNCTIONSPerforms general clerical work in support of assigned duties, including answering telephones, assisting customers, and copying and filing documents.
Performs other related duties as required.
Typical Qualifications MINIMUM QUALIFICATIONSBachelor's degree in accounting, finance or a related field; supplemented by at least four years of progressively responsible supervisory experience, accounting/finance experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
