Deputy Chief Executive Officer - Housing Programs

Ventura Housing is seeking an experienced, strategic, and collaborative leader to serve as our Deputy Chief Executive Officer - Housing Programs. This senior executive position provides leadership and oversight of our housing programs, property operations, compliance, and related programs and services and reports directly to the Chief Executive Officer.

Salary Range: $172,922 - $242,091 annually
FLSA Status: Exempt
About the Position

The Deputy CEO is a key member of Ventura Housing's Executive Leadership Team and works closely with the CEO and other Agency leaders to advance organizational priorities, strengthen service delivery and operational effectiveness, and support the long-term sustainability of Ventura Housing's housing portfolio and programs.

This position provides executive leadership and oversight of Property Operations, Housing Choice Voucher Programs, Compliance, and other assigned housing programs and services. The Property Operations Senior Managers, Housing Choice Voucher Manager, and Compliance Manager report directly to the Deputy CEO.

The Deputy CEO will also advise and support the CEO on significant housing, property operations, resident services, regulatory, and organizational matters; represent Ventura Housing before the Board of Commissioners, HUD, governmental agencies, community organizations, industry partners, residents, and other stakeholders; and may serve as Acting CEO when designated.
What You'll Do
  • Provide executive leadership, strategic direction, and operational oversight for Housing Programs, Property Operations, eligibility, compliance, asset management, and other assigned programs and services.
  • Lead, coach, develop, and evaluate assigned managers while establishing clear performance expectations and accountability.
  • Oversee Housing Choice Voucher, Project-Based Voucher, Public Housing, Special Purpose Voucher, LIHTC, mixed-finance, and other affordable housing programs and properties.
  • Ensure compliance with HUD requirements, IRS Section 42, CTCAC requirements, Fair Housing, VAWA, ADA, Section 504, and other applicable requirements.
  • Monitor operational and program performance, including occupancy, vacancies, lease-up, rent collection, inspections, compliance, property and maintenance performance, and program outcomes.
  • Provide leadership in departmental budgeting, financial and operational performance, strategic planning, policy development, and continuous improvement.
  • Promote collaboration, professionalism, accountability, employee development, and exceptional service across assigned departments.
  • Represent Ventura Housing at Board meetings, governmental meetings, conferences, community events, and other functions as assigned.
  • Provide executive leadership during significant operational events or emergencies and serve as Acting CEO when designated.
What We're Looking For

Required:
  • Bachelor's degree from an accredited college or university in Public Administration, Business Administration, Housing, Urban Planning, Real Estate, Finance, or a closely related field.
  • Ten (10) years of progressively responsible experience in affordable housing, public housing, housing programs, Property Management, asset management, public administration, or a closely related field.
  • At least five (5) years of progressively responsible management experience overseeing a significant department, program, or operational function.
  • Valid California Driver License.

Highly Desirable/Preferred:
  • Master's degree in Public Administration, Business Administration, Real Estate, Urban Planning, or a related field.
  • Executive or senior management experience overseeing HUD programs, affordable housing operations, Property Management, asset management, or multiple housing-related functions.
  • Experience with a public housing authority, governmental agency, affordable housing organization, or similarly regulated environment.
  • Professional housing certifications such as CPHM, HCCP, TCS, CMH, NAHRO certifications, or other relevant professional certifications.

They will have extensive knowledge of affordable housing programs and regulations, sound judgment when navigating complex operational and regulatory matters, and the ability to lead multiple departments and develop strong management teams.
