Position Description

Professional, technical, administrative, and supervisory work in connection with plans review, inspection and permitting based on the enforcement of federal, state, and local laws and ordinances related to building construction code compliance. Work is of considerable difficulty and responsibility managing the plans review, building inspection and permitting staff in the enforcement of the established building codes. Work is performed under the administrative direction of the Building Official, with wide latitude for independent judgment in making technical and interpretive decisions. Work is reviewed through conferences, reports, and evaluation of results achieved.
Job Duties

  • Exercises the powers of the Building Official during the absence of the Building Official as specified by the Building Official.
  • Reviews permit applications, construction documents, plans and specifications to ensure compliance with applicable codes.
  • Confers with contractors, architects, engineers, owners, and others regarding compliance and interpretation of building, fire, accessibility and other codes/ordinances being enforced by the City.
  • Confers with the Building Official on questions of technical interpretation of codes.
  • Inspects work for compliance with appropriate codes and construction specifications.
  • Reviews and processes permit applications, plans and other documents for building construction and alterations for issuance of building permits.
  • Prepares and maintains technical records and reports.
  • Provides advice and assistance to other departmental personnel on technical and administrative problems related to code compliance and interpretation.
  • Coordinates the work of plans examiners and inspectors.
  • Provides assistance to the general public on requirements for making applications for construction or alterations.
  • Prepares reports to Building Official on any matters in dispute and number of plans received.
  • Performs related duties as directed when such duties are a logical and appropriate assignment to the position.

Qualifications

High School diploma or GED; supplemented by seven (7) years construction trades in at least three (3) disciplines (i.e., building, electrical, plumbing or mechanical); formal training may be considered for experience. Requires state certification as a Building Code Administrator and Plans Examiner or the ability to obtain provisional within One hundred & twenty (120) days of employment. Must obtain Building Code Administrators certification within 18 months employment. Must possess and maintain a valid Florida driver's license without any restrictions.
Supplemental Information

Thorough knowledge of the Florida Building Code and the various codes referenced, including the various statutes and administrative rules relating to building construction.

Considerable knowledge of civil and structural engineering practices.

Ability to read and interpret construction drawings and to recognize deviations from such plans in building construction and installation processes.

Ability to supervise and coordinate the work of plan review and inspection staff engaged in the enforcement of codes and ordinances.

Ability to establish and maintain effective working relationships.

Ability to communicate effectively, clearly, and concisely, both orally and in writing.
