As the Deputy Associate Director for Acquisition, Senior Procurement Executive, you serve as the principal consultant and advisor on all procurement and contract administration matters for the DCSA Director, Deputy Director, CoS, agency program leaders and other executives and leaders. The Deputy Associate Director for Acquisition, Senior Procurement Executive shares expertise and provides direction in the development of DCSA policies, programs, and objectives to ensure their proper execution in accordance with applicable laws, regulations, Executive Orders, policies, guidance, and instructions.
Responsibilities Include:- Determines DCSA procurement program emphases and goals, and establishes standards and procedures for the effective and efficient implementation of DCSA procurement activities. Evaluates agency-wide procurement effectiveness, economy, and customer service and develops methods to continually improve them.
- Provides overall strategic direction for optimal end-to-end acquisition system and supervises both requirements and acquisition teams. Establishes program emphases and goals, and produces results through strategic planning, developing operational plans and policies, and issuing pertinent regulations, guidelines, and instructions to successfully achieve desired goals.
- Holds subordinate managers and supervisors accountable for the performance of their delegated authorities and responsibilities by periodically reviewing and evaluating program direction and accomplishments and making appropriate adjustments, to include organizational changes, as needed.
- Serves as a focal point and catalyst for ensuring rapid, effective, and comprehensive follow-through on high level matters in assigned areas, especially those related to initiatives affecting DCSA contracting and procurement activities.
- Oversees the development of special analyses and reports on sensitive issues or items of particular interest to the Director, relating to the products and services provided by DCSA, including coordinating complex and often conflicting views and recommendations within the government.
- Coordinates acquisition and requirements policy initiatives with other DCSA offices, Federal agencies, state and local governments, and other interested parties, as appropriate.

- This position is designated Special Sensitive, the incumbent must obtain and maintain a Top Secret/SCI Security Clearance.
- The incumbent may be required to accept a change of official duty station in support of the accomplishment of the DCSA mission.
- The incumbent may be subject to a one-year trial period in the Defense intelligence Senior Executive Service, unless required trial period has been served, as well as subject to a two-year DCIPS trial period, unless required trial period complete.
- This is a USW (AS) critical acquisition position (CAP). Unless specifically waived by the appropriate official, or if the employee is grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements.
- This position may require occasional Temporary Duty Travel (TDY) and/or local Travel.
- This position is designated as Mission Essential.
- Supervisory Position: This position is considered Supervisory/Managerial and will exercise up to 25 percent of supervisory responsibilities.
- This position requires work experience that qualifies for Joint Duty Credit under Department of War Instruction 1400.36

Mandatory Technical Qualifications (MTQs):- Demonstrated experience managing a large diverse acquisition activity, including a comprehensive knowledge of acquisition management, including laws, regulations, principals, and practices applicable to all phases of the contracting process.
- Demonstrated ability to direct strategic planning, programming, budgeting, and execution of short and long-range acquisition management programs.

- Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for many almost any rotational assignments assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-1113 or DCIPS Pay Band 3 level, that and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
- This position requires the ability to exercise contracting authority consistent with organizational mission needs. The selectee must be eligible for, and successfully obtain and maintain, an unlimited contracting officer warrant for the position, in accordance with applicable law and regulation.
- This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability successfully pass; or refusal to conduct the test may result in: 1) the tentative or FJO being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
