The DASW(HRP&O) is the senior advisor and agent of the ASW(HA) and in carrying out these responsibilities directs Department-wide efforts to engage in the policy cycle to develop and analyze policies and oversee implementation and execution of policies and programs relating to DoW force health protection and readiness for 2.2 million service members. Responsibilities encompass a broad range and variety of functions and activities that are vital in supporting the mission of the Military Health System.
Major duties and responsibilities include, but are not limited to:
- Responsible for force health protection and readiness doctrine, and the elements of the policy cycle and oversight, to include agenda setting, formulation, adoption, implementation, and evaluation.
- Guides and directs the policy cycle for provision of care in support of readiness and contingency operations and oversees the programs that enable deployment of fully trained and equipped medical personnel and units.
- Provides policy and oversight of the Combat Support Agency functions of the Defense Health Agency.
- Provides policy and oversight of all DoW issuances assigned to Health Readiness Policy and Readiness.
- Develops policy, defends requirements, and advocates for the utilization and integration of new technologies to improve efficiency, effectiveness, and quality of the military health care system in the deployed or contingency environment.
- Provides policy guidance and oversight in the functional areas of medical logistics, medical materiel supply chain, pharmaceuticals, manpower and personnel, resource methodologies, and information systems.
- Oversees and develops policies, strategies, and plans that govern the management of the Defense Health Program (DHP) medical research, development, and acquisition programs.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications:
1. Demonstrated executive experience directing complex communications to align multidisciplinary medical, scientific, or clinical programs with agency-wide mission priorities, including a proven ability to present highly technical concepts authoritatively to senior
government and civilian leaders.
2. Demonstrated ability to formulate and execute complex interagency, international, or multiservice health planning policies and programs that support large-scale healthcare readiness and align with national-level strategic health initiatives.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. - ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.

- Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities.

- Leveraging Technology: Explores emerging technology and potential applications. Incorporates technology to enhance efficiency and achieve results. Ensures access to and security of technology systems.
