POSITION PURPOSE:

Under the direction of the Vice President of Academic Affairs, the Dean of Dual Credit and Navarro College - Midlothian provides districtwide leadership, guidance, and oversight for Dual Credit programs and day-to-day administrative leadership for Navarro College - Midlothian. The Dean coordinates Dual Credit academic and career and technical education offerings; maintains partnerships with independent school districts and other educational partners; supports faculty recruitment, assignment, supervision, and evaluation; and ensures compliance with institutional policies, requirements of the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC), doing business as The Commission, Texas Higher Education Coordinating Board (THECB) standards, partnership agreements, and other applicable requirements.

The Dean also coordinates the operations, services, personnel, budget, facilities, safety, and community engagement activities of Navarro College - Midlothian in collaboration with the appropriate district administrators. The Dean keeps the Vice President of Academic Affairs and other appropriate senior administrators fully informed regarding Dual Credit and location operations, priorities, progress, needs, compliance responsibilities, and emerging concerns.

GENERAL DUTIES AND RESPONSIBILITIES:
  • Keeps the Vice President of Academic Affairs fully informed regarding Dual Credit and assigned location operations, priorities, emerging matters, progress, needs, compliance responsibilities, and concerns.
  • Ensures Dual Credit programs, services, and assigned operations support institutional policies, Commission requirements, THECB standards, applicable state and federal requirements, partnership agreements, and other institutional compliance expectations.
  • Reviews, approves, and oversees the preparation, administration, and responsible management of assigned budgets, including projected and adjusted budget requests, purchases, requisitions, and supporting documentation.
  • Collaborates with executive deans, deans, directors, faculty, staff, and administrative leaders to support planning, continuous improvement, effective instructional operations, student success, and responsible use of institutional resources.
  • Develops, submits, and maintains institutional effectiveness reports, program review materials, compliance reports, and other periodic reports as requested.
  • Serves on Academic Council, institutional committees, and other college-wide initiatives, and participates in meetings and planning activities as requested.
  • Promotes clear, timely, and effective communication among Dual Credit, Navarro College - Midlothian, academic divisions, district offices, school-district partners, and other stakeholders.
  • Assists in resolving complaints, concerns, and conflicts within assigned areas in a fair, timely, and professional manner.
  • Performs other duties as assigned by the Vice President of Academic Affairs.

DUAL CREDIT LEADERSHIP AND COMPLIANCE
  • Provides districtwide leadership and oversight for Dual Credit academic and career and technical education offerings.
  • Provides leadership, supervision, and direction to the Director of Dual Credit and assigned Dual Credit personnel, and establishes clear expectations for delegated responsibilities and accountability.
  • Maintains current partnership agreements with independent school districts and other educational partners.
  • Ensures Dual Credit policies, practices, and agreements align with institutional requirements, Commission requirements, THECB standards, and other applicable state and federal requirements.
  • Coordinates the preparation and submission of required Dual Credit reports and documentation to THECB and other appropriate entities.
  • Analyzes Dual Credit enrollment, persistence, completion to support planning, evaluation, continuous improvement, and student success.
  • Works with academic deans and appropriate administrators to evaluate proposed Dual Credit courses, pathways, sites, and partnerships.
  • Coordinates with academic divisions to confirm course availability, faculty qualifications, instructional resources, scheduling, and curricular consistency for Dual Credit offerings.
  • Promotes consistent communication and effective coordination among college personnel, school-district personnel, instructors, students, and families regarding Dual Credit requirements and operations.
  • Builds and maintains productive relationships with independent school districts, community partners, and other organizations that support Dual Credit access and student success.

FACULTY AND INSTRUCTIONAL OPERATIONS
  • Provides leadership and support for the recruitment, onboarding, assignment, supervision, and evaluation of qualified full-time and adjunct faculty assigned to Dual Credit and Navarro College - Midlothian, in collaboration with the appropriate academic dean or supervisor.
  • Ensures faculty assigned to Dual Credit courses meet institutional, Commission, and applicable program-specific qualification requirements.
  • Coordinates class schedules, faculty assignments, and instructional planning for assigned operations in collaboration with academic deans, department chairs, faculty, and appropriate administrative offices.
  • Supports, supervises, and appraises assigned faculty and staff in accordance with district policy, procedure, and approved practice.
  • Supports the preparation and processing of faculty contracts and other instructional assignment documentation for assigned areas.
  • Works with faculty and appropriate administrative offices to identify facilities, instructional equipment, technology, supplies, and other resources necessary to support effective teaching and learning.
  • Promotes instructional quality, curricular consistency, innovation, professional development, and continuous improvement across assigned offerings.

NAVARRO COLLEGE - MIDLOTHIAN LEADERSHIP
  • Serves as the day-to-day administrative leader for Navarro College - Midlothian and ensures that location priorities and operations align with institutional priorities.
  • Coordinates location operations and services in collaboration with the district administrators responsible for enrollment services, student success, business services, financial aid, human resources, marketing, information technology, police, facilities, library services, and other functional areas.
  • Provides direct day-to-day leadership and supervision for Navarro College - Midlothian faculty and assigned staff, including personnel who report to another administrator for functional, departmental, or curricular oversight.
  • Ensures Navarro College - Midlothian has the facilities, equipment, technology, supplies, and operational resources necessary to support effective instruction, student services, and location operations.
  • Identifies and coordinates plans and activities that support safety, security, emergency communication, and operational readiness at Navarro College - Midlothian in collaboration with the appropriate district offices.
  • Coordinates student functions, college events, and community activities at Navarro College - Midlothian with support from appropriate district administrators.
  • Promotes a positive learning and working environment, effective internal and external communication, and strong connection between Navarro College - Midlothian and other college locations and offices.
  • Coordinates with the Navarro College Foundation and appropriate institutional offices to support community engagement and fundraising opportunities associated with Navarro College - Midlothian.

PARTNERSHIPS AND COMMUNITY ENGAGEMENT
  • Serves as a college liaison to the City of Midlothian, surrounding communities, independent school districts, business and industry partners, and community organizations.
  • Builds and maintains collaborative relationships that support Dual Credit access, workforce needs, educational pathways, enrollment, student success, and institutional priorities.
  • Supports the development, review, and implementation of articulation agreements, grant initiatives, educational partnerships, and other collaborative activities in coordination with appropriate college offices.
  • Represents the college at community events, school-district meetings, student recognition activities, and appropriate local, state, and national professional activities.

STUDENT SUPPORT AND ACADEMIC RESOLUTION
  • Provides leadership and support in resolving student academic concerns, complaints, conflicts, and discipline matters in accordance with district policy and procedure.
  • Keeps the Vice President of Academic Affairs, the Vice President of Student Success, and other appropriate administrators informed regarding significant student matters, patterns, or concerns.
  • Coordinates with college offices and school-district partners to support effective advising, registration, testing, tutoring, accessibility, financial aid, and other student support processes for Dual Credit and Navarro College - Midlothian students.
  • Promotes student engagement, progression, completion, and recognition through appropriate events, activities, communication, and collaborative support strategies.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge of the community college mission, academic administration, Dual Credit operations, instructional planning, partnership management, and location leadership.
  • Knowledge of Commission requirements, THECB standards, institutional policies, and applicable state and federal requirements related to Dual Credit and college instruction.
  • Ability to supervise, support, and evaluate administrators, faculty, and staff, and in a fair, consistent, and professional manner.
  • Ability to interpret enrollment, persistence, and completion data to support planning and decision-making.

POSITION QUALIFICATIONS:

Required:
  • Master's degree from an accredited institution.
  • Experience in higher education or K-12 education.

Preferred:
  • Doctorate degree.
  • Teaching experience.
  • Administrative experience, preferably in a community college.

WORKING CONDITIONS:
  • Variances from regular working hours and extended hours are often required to fulfill the responsibilities of the position, including evening meetings, college events, or time-sensitive deadlines.
  • Work is performed in professional office and academic environments at college and partner locations and requires frequent interaction with students, families, faculty, staff, administrators, school-district partners, community members, and other stakeholders.
  • The position requires regular travel among college locations, independent school districts, and partner sites within the Navarro College service area and attendance at approved local, state, or national meetings and conferences.
  • The position requires the ability to manage multiple priorities, respond to interruptions, exercise sound judgment, and maintain professionalism in a fast-paced environment.
  • Must be insurable by college auto insurance policy.

SALARY: Commensurate with Education and Experience (This is a 12-month position to be paid over 12 months)
