Job Description We're looking for a
Davis-Bacon Act (DBA) Compliance Manager. You will provide technical management for the oversight and administration of DBA work activities. You will be responsible for managing the implementation of the DBA, which includes establishing work procedures, determining applicability, providing training, and providing oversight and advising other technical personnel who accomplish or support Davis-Bacon work activities. This position is within the Infrastructure Engineering & Operations Department and will require work at Site 200 in Livermore, California, and Site 300 in Tracy, California.
This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.
This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will- Oversee and maintain compliance of DBA requirements and activities on construction, alteration, or repair projects, prioritizing tasks to minimize compliance risk, through proper documentation and controls.
- Partner with the NNSA Livermore Field Office (LFO) to monitor and enforce compliance with the DBA. Collect, review, and submit certified payroll reports and semi-annual enforcement reports to management and the LFO.
- Review all generated work orders and determine applicability to the DBA.
- Conduct job walk-downs, review work order documentation, provide technical oversight and verification of multi-craft/trade work activities to ensure adherence to DBA requirements and policies.
- Use technical judgment to identify potential operational risks, develop risk mitigation strategies, and implement corrective actions for DBA compliance.
- Partner with other DBA technical resources to provide support and guidance for DBA requirements, coordinating, as required, with work performed in other internal and external organizations.
- Respond to compliance concerns from the LFO, management, employees, or project subcontractors/construction workers.
- Initiate, design, develop, implement, and evaluate new and existing work processes, products, or systems for DBA compliance, and implement, conduct, and ensure DBA training, mentoring, interpretation, and guidance is provided to managers, work planners, and supervisors, in conjunction with internal or external subject-matter experts.
- Perform other duties as assigned.
Additional job responsibilities, at the TSS.3 level- Serve as LLNL's primary technical resource/advisor for DBA applicability and determinations.
- Remain current in the DBA and Related Acts Regulations and update/implement final rules to LLNL's institutional processes and procedures.
- Manage, plan, coordinate, and schedule complex, institutional multi-craft projects.
Qualifications - Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor's degree in a technical or related field, or the equivalent combination of education and extensive related experience.
- Comprehensive knowledge and experience evaluating work scope for maintenance and construction activities; applying appropriate safety and security policies, procedures, and regulations; reviewing and monitoring DBA work activities and technical objectives; analyzing and interpreting complex technical performance and regulatory compliance requirements/problems.
- Comprehensive knowledge of maintenance/construction technologies, equipment, and materials used for construction and maintenance for replacement of conventional facility systems.
- Familiarity with and general understanding of DBA policy, laws, regulations, and compliance requirements.
- Experience working effectively with multi-disciplinary teams, such as multi-crafts personnel, work planners, crafts supervisors, and management.
- Demonstrated ability to successfully plan, organize, and monitor team efforts to completion.
- Proficient interpersonal, verbal, and written communication skills necessary to collaborate effectively in a team environment and present complex technical information to all levels of personnel and to external agencies, and communicate effectively during compliance reporting and field reviews.
Additional qualifications at the TSS.3 level- In-depth knowledge and experience interpreting written policy, laws, regulations, and compliance requirements.
- Experience determining the applicability of the Davis-Bacon Act (DBA) to projects or contracts in accordance with applicable laws, regulations, and contract requirements, including preparing and maintaining supporting documentation.
- Significant experience managing, planning, coordinating, and scheduling complex, multi-craft projects using in-house personnel.
Pay Range $129,150 - $163,764 Annually for the TSS.2 level
$154,950 - $196,476 Annually for the TSS.3 level

Site 300Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis ).
