DescriptionThe Database Administrator II (DBA II) is responsible for the design, security, performance, and reliability of the City of Lynchburg's enterprise SQL Server environment. This role supports mission-critical systems used by all City departments, and citizen-facing services. The DBA II ensures data integrity, regulatory compliance, and high availability across all departments.
Essential DutiesESSENTIAL DUTIES AND RESPOSIBILITIESOther duties to provide direct or indirect service to the citizens may be assigned.
- Design, implement, and maintain SQL Server databases supporting enterprise applications;
- Develop logical and physical data models;
- Participate in application procurement and upgrade planning to ensure database compatibility and scalability;
- Install, configure, patch, and upgrade SQL Server instances;
- Maintain development, test, and production environments with proper change control;
- Administer SQL Server Agent jobs, linked servers, and integration with Active Directory;
- Monitor performance using native tools (Profiler, Extended Events, DMVs) and third party monitoring platforms;
- Optimize queries, indexes, and execution plans to ensure responsive public-facing and internal systems;
- Diagnose and resolve performance bottlenecks across storage, network, and application layers;
- Implement and enforce database security policies, encryption, and least privilege access controls;
- Ensure compliance with CJIS, HIPAA, PCI, and Virginia state data handling requirements;
- Conduct regular audits of permissions, data access, and configuration baselines;
- Develop and maintain backup strategies using native SQL Server tools and enterprise backup systems;
- Perform routine recovery tests and maintain documentation for disaster recovery (DR) and continuity of operations (COOP);
- Support high availability and off-site replication strategies for critical systems;
- Build and maintain ETL workflows using SSIS to support data integration across departments;
- Automate administrative tasks using T-SQL and PowerShell;
- Support data imports/exports for reporting, public dashboards, and inter-agency data sharing;
- Administer SSRS, Power BI gateways, and scheduled reporting processes;
- Assist departments in developing dashboards, operational reports, and data extracts;
- Administer SSAS, support data warehouse or data mart initiatives for analytics and transparency;
- Provide technical guidance to developers, analysts, and vendors;
- Participate in project planning, procurement reviews, and system integrations;
- Participate in department and enterprise-level application support including, but not limited to, troubleshooting, upgrades, interfaces, and development;
ADDITIONAL DUTIES AND RESPONSIBILITIESWhen unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIESThis position has no supervisor duties. May be required to perform occasional project leadership duties for relatively simple projects.

EDUCATION AND EXPERIENCEBachelor's degree from an accredited college or university; one to two years related experience and/or training; or equivalent combination of education and experience.
OTHER QUALIFICATIONSLANGUAGE SKILLS: Ability to read, analyze and interpret documents such as technical procedures and system operating and maintenance manuals. Ability to write reports and correspondence. Ability to speak effectively before groups of users and customers to obtain requirements, explain procedures, and resolve problems.
MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
INTERPERSONAL SKILLS: Tact and cooperation required. Communications involve both facts and opinions and coordination such as scheduling meetings or repairs with other City employees. May provide leadership and guidance as a work leader.
COMPUTER SKILLS: Thorough knowledge of the principles and practices related to database management systems and database management. Knowledge of SQL Server. Knowledge of a Windows Server-based infrastructure with both physical and virtual (VMware, Hyper-V) servers. Familiarity with data definition, modeling and logical design concepts; systems, including design, implementation and administration of file servers, software and desktops. Familiarity with modern techniques in system analysis and design.
OTHER REQUIREMENTS: Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
