Full Job Description
Job Title: Portfolio/RIVER Data Architect
Clearance Required: DHS Public Trust EOD, US Citizen (Secret Clearance or above preferred)
Work Location: Hybrid; onsite 2-5 times a week in Arlington, VA and/or Washington, DC (applicant must be based within a commutable distance (1-2 hours) within the DMV)

The Data Architect will be responsible for ensuring data assets are structured, accessible, secure, and aligned with business and mission goals. This role will support federal law enforcement data initiatives and collaborate with IT and business stakeholders.

Key Responsibilities:

  • Develop and implement data architecture strategies that support organizational and business objectives.
  • Define standards, guidelines, and best practices for data management and governance.
  • Design conceptual, logical, and physical data models to meet analytics, reporting, and operational requirements.
  • Architect data integration solutions to unify data from disparate sources; design data flows, pipelines, and ETL/ELT processes.
  • Establish data governance frameworks, including data quality, metadata management, and stewardship.
  • Ensure compliance with data privacy, security, and regulatory requirements.
  • Select and oversee appropriate database technologies (relational, NoSQL, cloud-based).
  • Manage the design, implementation, and maintenance of databases.
  • Collaborate with business stakeholders, data engineers, and analysts to translate requirements into architectural solutions.
  • Provide technical guidance and oversight to data engineering teams.
  • Evaluate and recommend new data technologies, tools, and platforms; stay current with industry trends and emerging technologies.
  • Document data architecture, models, and data flows for transparency and maintainability.
  • Design scalable, reliable, and performant data architectures; optimize data storage, retrieval, and processing.
  • Architect solutions to ensure data security, access control, and protection against threats.
  • Assist the program management office and service desk with data-related ticket resolution and support inquiries.
  • Generate reports on data usage, system performance, and adoption rates.
  • Collaborate with project managers and vendor support representatives to ensure project milestones are met.
  • Assist the PMO in drafting and reviewing technical documentation, such as data architecture diagrams, deployment plans, user guides, and compliance reports.
  • Provide technical insight for writing tasks, including project briefs, status reports, and responses to stakeholder queries.


Required Qualifications:

Required Experience/Skills:

    • 5+ years of demonstrated experience in data architecture, data modeling, and database management
    • Experience with data modeling tools (e.g., ERwin, Enterprise Architect, PowerDesigner)
    • Experience with relational and NoSQL databases (e.g., Oracle, SQL Server, PostgreSQL, MongoDB, Cassandra, Snowflake)
    • Experience with cloud platforms (e.g., AWS, Azure, Google Cloud Platform) and associated services (e.g., S3, RDS, RedShift, Glue, Lambda)
    • Experience with data platforms and integration tools (e.g., Databricks, Spark, Kafka, Airflow, NiFi)
    • Strong understanding of data governance, data quality, and compliance best practices
    • Experience designing scalable, secure, and performant data architectures
    • Strong problem-solving and troubleshooting skills
    • Excellent communication and collaboration skills


Preferred Qualifications:

  • Bachelor's Degree in Computer Science, Information Systems, or related field
  • Active or recent previous DHS experience desired


Preferred Certification(s):

  • Certified Data Management Professional (CDMP)
  • AWS Certified Data Analytics - Specialty
  • Microsoft Certified: Azure Data Engineer Associate
  • Other relevant data architecture or cloud certifications


Salary and Benefit Information:

The likely salary range for this position is $117,000- $160,000. This is not, however, a guarantee of compensation or salary. There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, education and certifications as well as contract provisions regarding labor categories that are specific to the position and could fall outside of this range.
