Data and Performance Analyst to provide the integration of production and supplier data, and deliver traceable dashboards and exception analysis.
Responsibilities: Production and Supplier Data Collection: - Work with the BOND team, assigned PAE, program offices, prime contractors, and suppliers to define data requirements for the weapon or weapon system under review.
- Collect and validate production schedules, output, cycle and takt time, work in process, yield, scrap and rework, downtime, labor, tooling, material, quality, test, and supplier-delivery data.
- Map data across the prime contractor and critical lower-tier suppliers; reconcile definitions, reporting periods, part identifiers, and conflicting source information.
- Identify material data gaps, establish repeatable collection processes, and document source, lineage, assumptions, limitations, and confidence levels.
- Maintain secure, traceable, and reproducible data sets and analytical products in accordance with Government requirements.
Production Performance and Root-Cause Analysis: - Establish current-state production, capacity, throughput, schedule, quality, and supplier-performance baselines for the assigned program or system.
- Compare planned and actual performance; analyze trends, variance, queue time, flow, yield, utilization, and leading indicators of delivery risk.
- Identify bottlenecks and root causes associated with material, workforce, equipment, tooling, facilities, test, quality, engineering, or lower-tier suppliers.
- Assess the feasibility and likely production impact of recovery plans, capacity expansions, process changes, investments, and supplier interventions.
- Develop forecasts, scenarios, and early-warning indicators that clarify risks to production rates, milestones, and weapon-system deliveries.
Improvement Recommendations and Decision Support: - Build production dashboards, scorecards, constraint views, and recurring reports tailored to the BOND team, PAE, program managers, and senior DASN DIB leaders.
- Recommend prioritized actions to improve production flow, throughput, quality, schedule performance, supplier reliability, and constraint visibility.
- Track approved corrective actions, owners, milestones, measures, and results; identify when interventions are not producing the intended effect.
- Support site visits, working sessions, and data calls and present methods, findings, limitations, and recommendations to technical and executive audiences.
Requirements: - Bachelor's degree from an accredited institution in data science, statistics, mathematics, operations research, industrial or systems engineering, supply chain, business analytics, or a related quantitative discipline.
- 8+ years' experience in data analysis, manufacturing or production analysis, supply-chain analytics, performance management, operations research, or a closely related field.
- Demonstrated experience collecting and validating manufacturing or supplier data, establishing production baselines, analyzing constraints, and identifying root causes of schedule, quality, or throughput shortfalls.
- Experience developing production dashboards, forecasts, scorecards, executive visualizations, and decision-support products.
- Advanced proficiency with Microsoft Excel and at least one analytical or visualization environment such as Python, R, SQL, Power BI, Tableau, or an equivalent tool.
- Knowledge of production measures such as capacity, throughput, cycle time, work in process, yield, utilization, downtime, quality, and supplier delivery performance.
- Ability to communicate technical methods, findings, uncertainty, and improvement recommendations clearly to technical and nontechnical audiences.
- Active Top Secret Clearance required.
