Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Cyber Command, Command Group, Fort Meade, Maryland.

Duties

Help

• Serves as Senior Strategist for China within the Cyber Innovation Warfare Center (CIWC), and represents the CIWC Director Secretary of War directed center at a variety of executive-level engagements regarding China and the broader Pacific region.
• Confers regularly with the CIWC Director, Deputy Director, and Executive Director, and others to discuss the state of the DOD cyberspace mission with regards to China and the People's Liberation Army (PLA) cyber forces.
• Defines and presents comprehensive strategic operational initiatives and objectives and advocates for the active support of the diverse community of partners whose cooperation is essential in outcompeting China in cyberspace.
• Mobilizes team members and coordinates action to frame quick- turn-around responses and reclamas, or to resolve issues emerging during the course of discussions regarding China's rapid technological advancements.
• Prepares and presents briefings and advises senior officials within the CIWC, USCYBERCOM, and Chairman of the Joint Chiefs of Staff (CJCS) on the role of cyberspace in supporting specific national defense missions and operations as they emerge.
• Provides high-level leadership and coordination to facilitate the CIWC's participation, with other mission partners, essential to marshal available resources and respond to emergent situations.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
• This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
• The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
• The incumbent must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
• The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
• Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
• The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by analyzing foreign cyber capabilities; formulating and proposing cyberspace operations policies and plans to counter foreign cyber activities; preparing and presenting strategic briefings to senior officials; and/or representing the organization to communicate strategic issues to higher-level.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

• This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
