Cyber Portfolio Manager

The Cyber Portfolio Manager supports program’s mission readiness by assistaning in the alignment of Cyber Security and Cyber Operations activities with operational priorities, policy requirements, and mission objectives. This role focuses on operational execution oversight, prioritization of cyber efforts, and integration across stakeholders, ensuring cyber activities are mission-driven, risk-informed, and effectively governed.

Responsibilities
  • Leadership: Serves as the primary backup and deputy for the Program Manager, assuming operational and leadership responsibilities as required.
  • Executive Communications: Drafts, reviews, and refines high-visibility executive communications, including memos, executive summaries, briefings, and white papers for senior military and civilian leadership.
  • CDRL & Contract Compliance: Leads the development, management, quality control, coordination, and timely delivery of all Contract Data Requirements Lists (CDRLs) and deliverables.
  • Business Operations & Administration: Manages and tracks program-specific budgets, spend plans, and procurement requests for the cyber team.
  • Staffing & Talent Pipeline: Directly oversees the personnel onboarding and offboarding processes, maintaining staffing trackers, monitoring security clearance statuses, and ensuring contract compliance.
  • Stakeholder Liaison: Facilitates seamless interfacing and negotiations with government clients, technical experts, and senior leadership, serving as the critical translator between technical capabilities and business/programmatic objectives.
  • Operational Coordination: Coordinates scheduling, resource management, and personnel logistics during active defensive cyber operations (DCO) and incident response events.
  • DCO Integration: Assists in integrating Defensive Cyber Operations (DCO) and Mission Relevant Terrain–Cyber (MRT-C) concepts into overall mission planning and operational execution.
  • Governance & SOPs: Leads the development, documentation, and standardization of Standard Operating Procedures (SOPs), governance processes, and workflows for the cyber operations team.
  • Policy Operationalization: Interprets and translates complex cyber policies, frameworks, and guidance (e.g., DoD directives, NIST RMF, STIGs, CCRI) into practical, mission-aligned administrative and operational workflows.
  • Risk Prioritization Frameworks: Establishes and maintains risk-informed frameworks to guide resource allocation and defensive efforts based on operational priorities.
  • Metrics & Analytics: Develops and presents operational metrics and decision-support analysis to inform leadership on mission risk, training readiness, and cyber posturing.
  • Audit & Readiness Support: Coordinates preparedness efforts for compliance inspections (e.g., CCRI), emphasizing actual operational readiness and sustainable compliance.
  • Continuous Improvement: Facilitates and documents After-Action Reviews (AARs) to integrate lessons learned into future operational planning.
  • Other duties as assigned.
Qualifications
  • High school diploma or GED equivalent required.
  • 7+ years of experience in project management, program support, or executive administration, ideally within a technical or military environment.
  • 5+ years of experience supporting DoD or federal contracts/programs.
  • Active Secret clearance with TS/SCI eligibility.

 

Preferred Qualifications:

  • Bachelor's degree in Cybersecurity, Information Technology, Business Administration, Project Management, or a related field.
  • Project Management Professional (PMP), Certified Associate in Project Management (CAPM), or equivalent program management certification.
  • DoD 8570/8140 IAM Level II or III certification (e.g., Security+ CE, CISSP, CISM, CAP) is highly desirable.
  • Familiarity with Army Materiel Command (AMC) organizational structure, portals, and operational processes.

 

Knowledge, Skills and Abilities:

  • Strong working knowledge of, or direct experience in, cyber operations, mission assurance, or cyber governance frameworks.
  • Executive Presence: Exceptional written and verbal communication skills, with a proven ability to present complex technical and programmatic data to senior executives.
  • Programmatic Acumen: Strong proficiency in project management methodologies, budget tracking, resource scheduling, and managing contract deliverables (CDRLs).
  • Cyber Domain Awareness: Conceptual understanding of Cyber Operations, Mission Relevant Terrain–Cyber (MRT-C), and the DoD Risk Management Framework (RMF).
  • Operational Flexibility: Ability to maintain composure, organize resources rapidly, and manage personnel schedules during high-pressure incident response windows.
  • Relationship Management: Skilled in building trust, negotiating expectations, and facilitating consensus among diverse technical and non-technical stakeholders.
  • Organizational Skills: Masterful time management capability to juggle multiple high-priority tasks, deadlines, and tracking systems independently.
  • Mobility & Schedule:
    • Ability to work non-standard hours (nights, weekends, holidays) in support of active operations, as required.
    • Ability to travel up to 10% of the time.
