Summary

HII Mission Technologies is currently seeking a Cyber Operations Concept of Operations (CONOPS) Subject Matter Expert (SME) to support the Joint Staff J7 (JS J7) Joint Concepts, Doctrine, and Education (JCDE) Deputy Directorate's Futures and Concepts Division (FCD) in Suffolk, Virginia. The Cyber Ops CONOPS SME will be the expert in offensive and defensive cyber warfare to lead the development of joint concepts and assess future force requirements for the cyber domain. The Cyber Ops SME provides cyber domain expertise in support of the development of strategic and operational level concepts and CONOPS for the Joint Force of the future.

What You Will Do
• Serve as a key member of a multi disciplinary team of operational military subject matter experts and operations research analysts focused on advancing future Joint Force CONOPS research and development.
• Apply strong knowledge of current and emerging operational requirements and capabilities across the Combatant Commands, Military Services, Joint Staff, and other warfighting organizations.
• Develop U.S. Joint Cyber Operations concepts, including Joint Concepts, Concepts of Operations (CONOPS), and Concepts of Employment (CONEMPs), integrating emerging warfighting approaches into a joint, all domain framework.
• Provide subject matter expertise in support of studies for senior military decision makers related to CONOPS development, projected force structure design, and targeted technology integration.
• Lead small teams or task areas in support of larger program objectives.
• Travel as required to support FCD priorities

What You Must Have
• 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 19 years relevant experience.
• At least 10 years of current cyber domain CONOPS execution and/or development experience.
• Recent experience as a senior military cyber warfare officer.
• Strong background in Joint all domain operations, with particular expertise in the cyber domain.
• Demonstrated ability to develop threat informed Joint Concepts, CONOPS, and CONEMPs based on future operating environments and pacing cyber threats.
• Expertise in analyzing advanced cyber threats, adversary tactics, and vulnerabilities to inform Joint Force design, development, and modernization.
• Proven ability to assess Joint Force cyber operational readiness, identifying capability shortfalls and readiness risks for current and future forces.
• Experience planning and executing analytic activities such as wargames, modeling, and assessments to refine cyber operational approaches and support future joint concept development.
• Proficiency in evaluating joint warfighting approaches in Anti Access/Area Denial (A2/AD) environments, with an emphasis on integrating cyber effects.
• Strong ability to produce clear, decision ready papers and briefings for senior leaders on complex cyber warfighting challenges and capability needs.
• Experience translating complex analytical findings into DOTMLPF P aligned recommendations for cyber force structure, doctrine, training, and capability development.
• Familiarity with the Joint Force Requirements Process (formerly JCIDS) and the Program Objective Memorandum (POM) process to advocate for future capabilities.
• Ability to adapt quickly to new organizational structures, technologies, and employment concepts for planning and CONOPS development.
• Strong project management and/or Joint Operational Planning Process (JOPP) skills.
• Ability to think creatively and operate effectively within a high performing, collaborative team environment.
• Ability to coordinate with government and contractor stakeholders to identify problems, clarify objectives, and drive effective solutions.
• Excellent oral and written communication skills.
• Ability to work within secure, confined facilities as required.
• Experience supporting analytical studies related to military operations.
• Active TS/SCI clearance and eligibility for Special Access Program (SAP) access.

Preferred Requirements
• Military Joint Qualified Officer (JQO) designation.
• Graduate of SAMS, SAAS, SAWS, MAWS, JAWS, or an equivalent advanced military education program.

Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
