Description
The U.S. Coast Guard Surface Forces Logistics Center (SFLC), Medium Endurance Cutter Product Line (MECPL) located in Norfolk, VA provides Hull, Mechanical, and Electrical (HM&E) engineering, maintenance, project management, and logistical support for planned and emergency repairs, sustainment, and alteration of Coast Guard cutters, boats, and associated equipment. The product line additionally provides engineering guidance and support to assist with the development and promulgation of maintenance, repair, and configuration standards of MECPL assets for the following vessels:
- 210’ Medium Endurance Cutter (WMEC).
- 270’ Medium Endurance Cutter (WMEC).
- 295’ Training Cutter (WIX).
- Future Offshore Patrol Cutter (OPC).
Responsibilities
- Provide project management support for vessel repairs, vessel repair analysis and specification development, cost estimating, technical document modification and creation, engineering and logistics management activities for the MECPL Engineering Branch.
- Provide technical support to MECPL functional areas of Asset Management and Availability Project Management.
- Develop, modify and review technical statements of work to perform ship repair operations or purchase of Government Furnished Equipment.
- Monitor and manage procurement and repair availability project progress; and assist the Government after acceptance to track delivery.
- Provide technical review, creation and revision of maintenance standards and drawings, as well as preventative and corrective maintenance practices.
- Prepare project progress reports, white papers, briefings, etc.
- Perform market research to obtain historical information and prepare purchase request documents to procure commercial spare parts, technical items, and all other necessary supplies/services for all ship repair and casualty response activities.
- Plan, attend and actively participate in planning meetings.
- Respond to all fleet technical requests within 24 hours or less.
- Provide input as a team member for cutter planned & emergency depot level availability planning team and make recommendations to the planning team in work identification, planning, specification development, work execution and project close-out.
- Attend and provide input at commercial availability arrival conferences, attend periodic site visits of cutters undergoing commercial availabilities, attend post availability meetings and provide post availability reports and surveys.
- Provide technical review and response to condition found reports and change requests.
- Assist with the development of procurement requests to modify appropriate funding documents.
- Work with Port Engineers to establish repair specs/contracts, both recurring and individual work items, to be accomplished during cutter in-port depot maintenance periods.
- Review, maintain and update cutter maintenance records and casualty database.
- Provide limited contract negotiations preparation support.
- May assist drafting input for preparation of Pre-Negotiation Briefing Memorandums (PBMs) and similar products with the Contracting Officer Representative (COR) and the Contracting Officer (KO).
- May assist in cost and price analysis, and preparing the cost and price report with the with the Contracting Officer Representative (COR) and the Contracting Officer (KO), , only if the proper disclosures of contractor participation have been made in the solicitation for which contractor evaluation support will be required and all offerors have consented to disclosure of bid and proposal information and have been offered the opportunity to execute nondisclosure agreements in accordance with FAR 9.505-4.
- May research the historical proposal activity and pricing strategies to assist and advise MECPL on the best strategy for obtaining the desired products and services forthe best value to the Government.
Qualifications
- Must be a US Citizen able to pass a pre-employment background check including credit.
- Minimum High School Diploma/GED.
- Minimum of three (3) years of experience in engineering project management and/or technical writing as related to marine vessel maintenance and alterations (preferably Coast Guard).
- Experience with vessel repair specifications is highly desirable (include planning, estimating, activity coordination with other organizations, timeline development and tracking, research, technical review, specification writing, and logistics coordination).
- Minimum of five (5) years of experience in the marine field with practical in-depth knowledge of shipboard systems, equipment, and materials (preferably with the Coast Guard).
- Detailed knowledge of principles, practices and techniques of ship repair; including drydocking, dock and sea trials, non-destructive testing and other practices and techniques unique to the marine industry.
- Knowledge and experience in conducting ship repairs.
- Able to climb ladders, access voids and small shipboard spaces for the purpose of identifying needed hull, mechanical and electrical (HM&E) repairs and assessing proposed alterations
- Understand proper use of office equipment (computers, scanners, fax machines, etc.) as well as experience in Microsoft Power Point, Microsoft Word, Microsoft Paint, Microsoft Excel, Microsoft Project, Microsoft Office 365 Suite, Microsoft Teams.
- Ability to communicate orally and in writing in order to present and defend technical recommendations; facilitate consensus; present briefings; create and modify technical documents; and advise management officials.
- Knowledge and experience with commercial and military standards, including the Federal Acquisition Regulations (FAR).
- Some travel may be needed on occasion.
Desired Qualifications:
- An Associate Degree in Marine/Mechanical/Electrical Technology is desirable.
- Experience with vessel repair specifications is highly desirable.
- Possess general knowledge in the use of computer/data systems, e.g. U.S. Coast Guard Logistics Information, Management System (CG-LIMS) (Technical Library), SFLC Central, Contract Workbook (Project Management), and Fleet Logistics System Logistics) is highly desirable.
